Telemark University College has given Statsbygg the task of carrying out the engineering design services for and the construction of a new student building on the campus at Porsgrunn. The student building has an area of 1 000 m² divided between 2 floors, and it shall hosue functions such as group rooms, offices, concert stage and bar. Telemark University College has given Statsbygg the task of constructing a new student building on the campus at Porsgrunn, Kjølnes ring 56. The existing student building in Porsgrunn is very worn, it is located in a residential area which is not ideal and it is too small and old fashioned for the current need. The new student building will have a capacity that is in accordance with the current student numbers, and it will be located on the campus and will thus contribute to creating a living study place. The areas will also be more available for study activity and exams.The new student building is a part of the development plan to create an attractive study place in Porsgrunn and it is important that the physical learning milieu is in line with other study places in Bø and Notodden. The University College needs more group rooms to replace old barracks that must be demollished and there is also a need for more room for holding exams.The intention is that the building will house a student cafe and bar, stage with changing rooms and backstage, group rooms, meeting rooms and student offices. The area limit is set to 1 000 m² over 2 storeys without a basement. The building shall be constructed on the campus area, on Statsbygg's property. The building will be owned by Statsbygg and rented out to Telemark University College.Statsbygg is announcing a parallel competition to this one, a negotiated procedure for K201 Turnkey Contractor for the project.

The tenderer is required to have a legally established company and a sound implementation ability.
1. Company Registration Certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the enterprise is registered.
2. Overview of the number of employees in the company, divided between administration and production. Companies with only one employee, who can fulfil this assignment, must attach a written contract entered into with a different company, verifying that this company will take over the contractual obligations in the event of illness/death (see the bold text below the table).

Økonomisk og finansiell stilling:
Tenderers are required to have satisfactory financial implementation ability.
The extent of the turnover will also be emphasised.
Complete financial statements for recent years, including the audit report, alternatively StartBANK ID.
Statsbygg reserves the right to carry out a credit appraisal of all tenderers.
A joint certificate on taxes (tax, advance tax deduction, garnishment, payroll tax) and VAT (Tax certificate) shall be presented.
The tax certificate can be ordered from Altinn. The certificate must not be more than 6 months old from the tender deadline.
Teknisk og faglig kapasitet:
1. Tenderers are required to have sufficient experience from assignments with comparative value.
2. SHA competence is required at the offered resource:
Education:
— 40 hours of industry orientated courses in the current working environment law or equivalent
Experience:
— Min. two years experience as a coordinator in the engineering design and execution phase (KP and KU).
1. A description shall be provided, of approx. one A4 page per project, for up to three reference projects with a transferable value, with information on, amongst other things:
— the name of the project
— the contracting authority
— the project's size in m2 and cost
— type of building
— type of contract
— the assignment's contract value excluding VAT.
— the company's assignments/function in the project
— the start-up date and completion date (year) / if not completed — where one is in the project
— in what phases the assignment was carried out.
2. Course certificates and CVs that provide detailed information on education and experience for the offered person.
