The Ministry of Local Government and Modernisation (KMD) has given Statsbygg the task of constructing a framework for secure technical infrastructure and an underground civil situation centre in the Government block. Before contract K203 can be started a ready construction hollow with a sole of lean concrete will be established. The construction hollow will be stable and waterproof and a tent will be assembled over all of it.The construction site will be served via a drivable ramp from Hospitalsgata. This can be supplemented by lifting through openings in the tent, as well as the possible use of pump installations for concrete.Contract K203 mainly consists of;Concrete work for the framework of several floors in an open construction hollow, including sheathing and reinforcement.Casting an access route in a tunnel, including side tunnels with floor separators.Casting separate rock halls with floor separators.The assembly of outer doors and gates in the framework. Doors/gates will be contracted via another contract.Delivery and assembly of a limited amount of temporary technical installations.Role of main company and rigging contractor.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers are required to have a legally established company.
Documentation: Company registration certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the company is registered, alternatively Startbank-ID.
Tax certificates: 2 tax and fee certificates shall be submitted:
— Tax certificate (tax, advanced payment, attachment of earnings, employer contributions),
— VAT certificate.
Tax certificate for tax and for VAT can be ordered at the same place. Tenderers can either apply to their local tax collection office or to the tax office.
The certificates should be no more than six months old from the tender deadline.
Tenderers with a registered office in another EEA country than Norway must submit equivalent certificates in accordance with the procurement regulations §§ 11.10 (3) and 20-12 (3).
HSE self-declaration
All tenderers must submit a HSE self-declaration within the deadline for requests for participation. The self-declaration shall be in accordance with the attached form in the tender documentation's annex. Tenderers registered in Start-BANK can instead state their StartBANK ID or send a copy of their registration certificate in StartBANK.

Økonomisk og finansiell stilling:
Requirement: Tenderers are required to have satisfactory financial implementation ability. The size of the turnover will also be weighted.
Documentation: The complete annual accounts for the last years, including the auditor's report, alternatively StartBANK ID. Statsbygg reserves the right to obtain a credit rating of all tenderers.
Teknisk og faglig kapasitet:
Requirement: Tenderers are required to have considerable experience from assignments with a transferable value.
This must include assignments with major concrete work.
Documentation: A description shall be provided for up to 5 reference projects with a transferable value, with information on, amongst other things:
— the name of the project,
— the contracting authority and a contact person,
— the project's size in m² and cost,
— the contract's (the assignment's) contract value,
— content in the contract,
— the tenderer's assignments in the project,
— date of execution.
The description of each project shall be a maximum of five A4 pages.
Statsbygg reserves the right to obtain information from the contact persons.
Requirement: Tenderers are required to have a functioning environmental management system; e.g. in accordance with ISO 14001, EMAS, Miljøfyrtårn.
Documentation: A system certificate issued by an accredited certification body.
If the system is not certified, a description shall be given of the tenderer's environmental management system.
Requirement: Tenderers are required to be able to handle security graded information in accordance with the applicable requirements.
Documentation: ‘Self-declaration on security requirements’, filled in and signed.

— Technical and professional qualifications,
— The ability to see to the project's security requirements will be chosen to submit a tender. The selection will be based on the information sent by the tenderer for these qualification criteria, cf. point 4.2, and the following information shall be submitted in addition for the latter criterium:
