The entity is no longer considered to be in accordance with the Norwegian Correctional Service's requirements for future orientated punishments. As a result of this, the Directorate of Public Construction and Property has requested a process for a possible disposal of the site and possible sale of the milk quotas. Parts of this work will be carried out simultaneously with the project, but it is not a part of the project.The prison capacity is 140 places with a high security level, which are located in the main building and 24 places with a lower security level, which are established in the previous officials' residences in Rødgata. The prison receives men, both on remand and those who have been convicted. The main building forms the centre of the farm facility. Companies are required to have considerable experience from engineering design services for construction projects with a transferable value, in particular engineering design services in a cultural historical environment. The planning consultant is required to have good experience with preparing development plans and impact assessments.

Each company in the group shall provide a description of two reference projects for the disciplines they represent, with a transferable value, including information on, amongst other things:
— the name of the project.
— the Contracting Authority.
— the project's size in m
— type of building, including new building, renovation and protection status.
— the assignment's contract value excluding VAT.
— the company's assignments/function in the project.
— in what phases the assignment was carried out.
— the start-up date and completion date (year) / if not completed — where one is in the project.
— the planning consultant must document that the company has carried out development plan processes of a relevant size in the last 5 years.
2. Tenderers must have a secure implementation ability (capacity).
Overview of the number of employees in the company with relevant engineering design competence divided by discipline and job category. Tenderers shall confirm that they have the resources to complete the project within the stated deadlines.
