name: Åna prison, perimeter security and capacity expansion tenders for an engineering design group (PG) for:
— The preparation of a development plan with an impact assessment;
— The preparation of a sketch and preliminary project with a sketch estimate and cost calculation of the following sub projects:
— Gate and gate building;
— Perimeter security for the prison and development of outside areas;
— Capacity expansion of the prison by 40-50 places with subsequent projects;
— Moving and placement of support and employment areas for the prison's operational buildings.
A construction programme, sketches, room and function programme and a needs report has been prepared by the Norwegian Correctional Services.
Mapping the condition of the existing buildings, systems and technical infrastructure is included in the contract. LARK shall see to surveying the existing installations, including existing vegetation, stone courtyards, stone channels and fire hydrants. The extent shall be agreed with the Directorate of Public Construction and Property. The need for geotechnical surveys shall be reviewed and described, if relevant.
The contracting authority is the Directorate of Public Construction and Property, on behalf of the Directorate of Correctional Services.

Åna prison was constructed as Opstad enforced labour house in the years 1910-25. The site was established as an answer to the Vagrants Act of 1900 to detain vagrants and it was in operation up until 1970. The institution then changed its name to Åna district prison and was the seat of the Western prison district up until the year 2000. The prison name was later changed to Åna prison.The farm Åna prison, cadastral no. 36, title no. 1, is one of Norway's largest farms with approximately 3 000 decares of forest and approximately 1 000 decares of cultivated land. The farm is the largest individual milk producer in Jæren and Norway's fourth largest milk supplier. The entity is no longer considered to be in accordance with the Norwegian Correctional Service's requirements for future orientated punishments. As a result of this, the Directorate of Public Construction and Property has requested a process for a possible disposal of the site and possible sale of the milk quotas. Parts of this work will be carried out simultaneously with the project, but it is not a part of the project.The prison capacity is 140 places with a high security level, which are located in the main building and 24 places with a lower security level, which are established in the previous officials' residences in Rødgata. The prison receives men, both on remand and those who have been convicted. The main building forms the centre of the farm facility. The operational building's mid axis is an extension to the prison's central axis (the administration wing and the C wing). In the ‘farmyard’ by the prison building there is a large courtyard that is fenced in.The project includes the following construction areas:— Parts of the existing main building, with a gross area of approximately 1 000 m2 are based on an estimated gross/function area factor 1.2. The exception is the third floor in the D wing, which has a gross/function area factor of 2.0.— Parts of the existing operational buildings have a gross area of approximately 4 700 m2, with an estimated gross/function area factor of 2.0.— The new gate building has a gross area of approximately 300 m2 based on an estimated gross/function area factor of 1.5.

A combined information meeting/site survey will be held for all tenderers Tuesday 21.10.15 at 11:00 at Åna prison. Meet at the first car park on the left side (by the school building), after the barrier. As the site survey will take place inside the prison area, all tenderers who would like to participate must register with Isabel von Klitzing (isvo@statsbygg.no) by 15.10.15. Registration must contain the name and social security number of the person/s who shall participate in the inspection. Without prior registration a tenderer will not be admitted into the prison area.

Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the company is registered.

Teknisk og faglig kapasitet:
1. Companies are required to have considerable experience from engineering design services for construction projects with a transferable value, in particular engineering design services in a cultural historical environment. The planning consultant is required to have good experience with preparing development plans and impact assessments.

Each company in the group shall provide a description of two reference projects for the disciplines they represent, with a transferable value, including information on, amongst other things:
— the name of the project.
— the Contracting Authority.
— the project's size in m
— type of building, including new building, renovation and protection status.
— the assignment's contract value excluding VAT.
— the company's assignments/function in the project.
— in what phases the assignment was carried out.
— the start-up date and completion date (year) / if not completed — where one is in the project.
— the planning consultant must document that the company has carried out development plan processes of a relevant size in the last 5 years.
2. Tenderers must have a secure implementation ability (capacity).
Overview of the number of employees in the company with relevant engineering design competence divided by discipline and job category. Tenderers shall confirm that they have the resources to complete the project within the stated deadlines.
