Østfold University College (HiØ) is growing and needs to expand its office capacity for the increase in the number of employees. The university college would like, in consultation with Statsbygg, who own the building, to establish a new office wing on the roof of the existing building at the Remmen study centre in Halden. The extension shall house 50 office places, with the accompanying support areas such as meeting rooms, communal areas and the necessary technical and building infrastructure. The offices shall be established as cell offices with an option for simple alteration to open landscape. The area limit for the project is set to 850 m² gross.
The project shall be carried out as a collaboration contract with Statsbygg as the builder. It is a prerequisite that the turnkey contractor who is awarded the assignment uses its own employees to carry out significant parts of the construction work Cf. the contract provisions on collaboration, point 3.
The collaboration group and Statsbygg shall jointly prepare a preliminary project. The decision on the execution was made on the basis of a preliminary project with an agreed target sum.

Østfold University College intends to establish a new office wing as an extension on the roof over the existing canteen at Remmen in Østfold. 50 office places shall be established with the accompanying support functions within an area of 850 m² gross. Statsbygg intends to hand over the building to the university college by the start of the academic year August 2017.The extension shall be constructed in accordance with Statsbygg's standard environment requirements, which involve, amongst other things, construction in accordance with the passive house standard for vocational buildings NS3701. The project must see to the complex interface with the existing technical installations and building, including reinforcing the supporting walls and foundations. The engineering design services must start with a review/inspection of whether the current foundations are sufficient for the extension.The existing building of one floor and a partial basement, was constructed in the 1970's and has a concrete support system mixed with bricks. The cover of the existing ground floor is a concrete cover of varying thickness, interspersed with concrete girders for concrete columns/wall slices of varying thickness. The concrete girders are placed on the upper side of the existing cover with a height of 450 mm above the cover's upper edge. A decision on the need for reinforcement in the existing supporting construction and foundations will be based on the extension's position, design, material use and inspections and calculations that must be carried out as a part of the engineering design services.Efficient communication shall be established between the extension and functions in the existing building. The area shall be used efficiently and it shall optimise the functional area within the area limit, at the same time the requirements for universal design (UU) in TEK10 shall be taken care of in a good way. The extension's position shall enable a connection to the existing lift and stairway.Statsbygg is the developer and builder and Statsbygg's project manager will be the builder's representative. Statsbygg will contract a builder ombudsman who will take care of the role of SHA coordinator engineering design services (KP) and coordinator execution (KU). Statsbygg will coordinate contact with the university college as the tenant. The collaboration contractor will take care of the role of responsible engineering designer and responsible applicant. The collaboration contractor must ensure that the offered group has sufficient right to be responsible for the engineering design services and the implementation of the project. It is a prerequisite that until the preliminary project is completed, the collaboration will be carried out in close cooperation between the builder, engineering designers and contractor, within the agreed frameworks for time and progress.
