The requirement also includes workshop halls and laboratories with large headroom.The engineering design shall aim at a gross area of up to 5 000 m², and the room plan's functions must be safeguarded.The new building shall be planned and constructed within a maximum cost frame of 165 000 000 NOK including VAT, options and estimates for work based on a cost-plus basis. Tenderers requiring a higher contract sum will be rejected.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: The tenderer is required to have a legally established company.
Documentation: Company registration certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the company is registered, alternatively StartBANK ID.
Tax information: A joint certificate on taxes (tax, advance tax deduction, garnishment, payroll tax) and VAT (Tax certificate).
The tax certificate can be ordered from Altinn. The certificate must not be more than six months from the tender deadline.
Tenderers with a registered office in an EEA country other than Norway must submit equivalent certificates in accordance with procurement regulations §§ 11-10 (3) and 20-12(3).
Økonomisk og finansiell stilling:
Requirement: Tenderers are required to have satisfactory financial implementation ability.
The extent of the turnover will also be emphasised.
Documentation: Complete annual accounts for the last year, including the audit report, alternatively StartBANK ID.
Statsbygg reserves the right to carry out a credit appraisal of all tenderers.
Teknisk og faglig kapasitet:
Requirement: Sufficient experience from assignment with comparative value.
Documentation:
1. A description shall be submitted of up to three reference projects with comparative value with information about i.e.:
— the name of the project
— the contracting authority
— the project's size in m² and cost
— type of building
— the assignment's contract value excluding VAT.
— type of contract (if this is a turnkey contract, if own employees or sub-providers have planned the project)
— the company's assignments/function in the project
— the start-up date and completion date (year) / if not completed — where one is in the project
2. If the business/businesses that shall carry out the design are other than the executing turnkey contractor (or if the reference projects under no. 1 are not turnkey contracts where employees of the executing turnkey contractor have designed), the engineering design business/the businesses who shall execute the engineering desing of the disciplines Architect (ARK), Consulting engineer construction works for buildings (RIB), Consulting engineer HVAC (RIV) and Consulting engineer Electrical installations (RIE) shall present documentation of up until three reference projects with comparative value, with information as stated in point 1 above, as well as which phases the assignment was performed in.
