— tenders for consultancy services for a project manager facilitating and engineering design, who shall be a part of Statsbygg's project organisation.
Project manager facilitating and engineering design:
The project manager facilitating and engineering design will have the following main responsibilities:
— Public plan processing,
— Room and function programme,
— Construction programme/user coordination,
— Engineering design services.
The project manager facilitating and engineering is the builder's representative for the engineering design group (PG) and will be responsible for ensuring that the overall targets for the engineering design work are concretised and followed-up in the detail and construction phases. The main assignment will be to manage the engineering design group as well as coordinate Statsbygg's own technical disciplines in the project so that the project's targets for cost, quality and completion are met.
The project manager engineering design reports to the project director.

Statsbygg needs to join up with 1 consultant with considerable experience from management positions in major construction projects. The consultant will be a part of Statsbygg's project administration and shall cooperate closely with the project director.The assignment will start February/March 2016 and can last until the project's completion.The project manager facilitating and engineering design's work assignments will mainly be to manage the user process and engineering design services. Work assignments and responsibility shall always be adapted to the current project organisation.The main work assignments will be:— to assist the project director in the establishment and organisation of the project,— to ensure that the targets for the engineering design work are concretised, understood and followed-up,— to ensure that the engineering design work is managed, structured, planned and correct staffed,— to ensure that the engineering design work follows the applicable laws and regulations,— to ensure that the engineering design work follows relevant requirements in accordance with Statbygg's project model,— to follow-up production as regards systems, drawings and descriptions,— to contribute to good interaction between the builder, users and PG,Subject to the Norwegian parliament's resolution, the sketch and preliminary project can start in 2017, with the planned KS2 in 2019 and the subsequent detailed engineering design services and construction start in 2020. The project is expected to be completed in 2026—2028The assignment shall be carried out in accordance with the number of hours used.

The tenderer shall be able, in periods of increased need and upon request, to offer 1—2 persons with competence at the same level as the offered consultant. The contract's hourly rate and other terms shall apply for any expansion.
