The assignment
Requirements for which services will be provided by the construction manager are described in the attached performance description for progress coordinator (FREMKO)
The assignment will require that FREMKO is at all times available at the building site whilst the construction work is in progress. In addition, the person responsible for FREMKO must set aside enough time in connection with the preparation for the start of construction for the individual contracts, corrective periods for errors and shortcomings as well as testing and trial operation periods.
FREMKO will have offices at the construction site and will follow up the works in progress. FREMKO shall assist Prosjektleder Produksjon in terms of all plans regarding production, testing and handover of the New National Museum.
It is expected that the assignment will be covered by a progress coordinator, but this may be complimented with further resources of an assisting progress coordinator, as required.
Start up of the works will be as soon as possible after the awarding of contract. The assignment has a duration of 2 years with an option on +1 +1 years. If there is a need for services beyond the planned completion of the middle of 2019, The Directorate of Public Construction and Property has an option on services to the extent needed, both in time and volume.

Egnethet til å utøve yrkesvirksomheten:
Requirement: The service provider is required to have a legally established business.
Documentation: Company Registration Certificate. Foreign companies are required to have a corresponding certificate as legislated by the country where the company is registered.
Tax certificates: Two tax and excise duty certificates shall be submitted:
— Tax certificate (tax, advanced payment, attachment of earnings, employer contributions).
— VAT certificate.
Tax certificate for tax and for VAT can be ordered at the same place. Tenderers can either apply to their local tax collection office or to the tax office.
The certificates should be no more than 6 months old from the tender deadline.
Tenderers with a registered office in another EEA country than Norway must submit equivalent certificates in accordance with the procurement regulations §§ 11.10 (3) and 20-12 (3).
HSE self-declaration: All tenderers must submit an HSE self-declaration by the tender deadline. The self-declaration shall be in accordance with the attached form in the tender documentation.

Requirement: Tenderers are required to have satisfactory financial implementation ability.
Documentation: Annual Financial statement for the last two years, including auditor's reports.
Requirement: The tenderer is required to have sufficient capacity, including coverage for sickness etc.
Documentation: The company's capacity within the competence area must be documented. Companies with only 1 employee, who can fulfil this assignment, must enclose a written contract entered into with a different company, verifying that this company will take over the contractual obligations in the event of illness/death.

Teknisk og faglig kapasitet:
Requirement: Good experience is required from assignments of comparable character. By equivalent, we mean progress planning in large and complex construction projects with Contractor managed parallel contractors.
Documentation: Short presentation of relevant reference assignments for companies in the last year, maximum 4 projects. Information shall be provided on the type of project, size (area and approx. total staffing in the project), contracting authority/date, the company's role/tasks in the project).
