The Contracting Authority is the municipality's professional body in relation to roads, road traffic and public transport on roads. The agency is responsible for the administration of the municipal roads with a total length of 1 245 km, of which 287 km are standardised county roads. The Contracting Authority has been delegated Oslo municipality's decision-making authority on traffic and parking regulation signs, warning signs and information signs. C.f. the Signage regulations § 29. As an administrator of the municipal roads, the agency is responsible for installation all new signs, as well as operation and maintenance of all existing signs. The total number of signs is approx. 150 000 units. Temporary signage in connection with public arrangements, as well as all road marking.
The contract includes elements of supplies and services, where the element of services is the dominating part of the contract. The assignment includes tasks regarding installation of new signs, operation and maintenance of standardised traffic signs, as well as temporary signage in connection with certain public events in Oslo. The assignment also includes installation of signs in connection with the studded tyre fee system. A tender conference will be held 3.6.2015 (12:00). Meet at Strømsveien 102, Oslo. Due to the meeting room, the Contracting Authority asks that the tenderers register for participation by E-mails. The subject of the E-mail shall be: tilbudskonfereanse — 1-BYM-2015. Service providers are requested to submit any questions in advance so that the Contracting Authority has the opportunity to prepare the answers. Questions will be anonymous. The report from the tender inspection and the tender conference is submitted, without unnecessary delay, to all Service Providers that have received the tender documents, and/or the report will be published in Doffin. Travel expenses etc. for the tender conference and the tender inspection are to be met by each Service Provider.

Option for the Contracting Authority to prolong the contract for a further 1 + 1 year on identical conditions. The option will be released in writing within three months prior to expiration of contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: The Service Provider tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement: Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign Service Providers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement: The Service Provider shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
Documentation requirement: HSE self-declaration filled out and signed.
Requirement: The Service Providershall be a legally established company.
Documentation Requirements: Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures.
The Contracting Authority reserves the right to obtain credit appraisal/rating from an approved credit rating agency, and emphasise this rating in connection with evaluation of compliance with the requirement.
Minste nivå(er) av standarder:
The Service Provider must have the financial capacity to implement the assignment/contract.
Teknisk og faglig kapasitet:
Documentation requirement 1: The Service Provider shall present a list of the principal deliveries/assignments for the previous three years, including their values, dates as well as names of public or private recipients and their reference persons. Only relevant, equivalent assignments shall be stated.

If found necessary, the Contracting Authority reserves the right to contact the reference persons.
Documentation requirement 2: A description of the Service Provider's technical key persons/personnel and technical units at the Service Provider's disposal in connection with fulfilment of the contract, whether or not they belong to the company.
This includes i.a. information of professional qualifications available to the Service Provider and the company's administrative management, particularly for the person(s) responsible for completion of the contract. The key personnel's CVs shall be enclosed.

Documentation requirement 3: Statement regarding the Service Provider's+ quality assurance system/ management system. If the Service Provider is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.

Documentation requirement 4: A statement shall be presented, regarding the Service Provider's personnel or technical units, as well as available equipment, machinery, tools, materials or technical equipment in connection with implementation of the contract.

The Service Provider shall state the proportion of the contract involving sub-providers.
Minste nivå(er) av standarder:
Requirement 1: Experience with equivalent project in busy city streets, is required. This is means that the Service provider shall, as a minimum, have experience with the following works:
— Implementation of a sign plan in busy city streets, which includes several streets and putting up minimum 20 new signs in the same assignment and inside a small restricted area.
— Works in connection with tramway routes. Installation of sign portals, including construction of accompanying foundations.
Requirement 2: Good technical and professional qualifications are required.
Requirement 3: A good and well functioning Quality Assurance System is required.
Requirement 4: Capacity to implement several simultaneous/parallel assignments.
Kontraktutførelse
Andre særlige vilkår:
The Service Provider and sub providers are obliged to have wage and work terms that are not worse than those in the current nationwide tariff agreement, or what is otherwise seen as normal for the place and profession in question.
If the Service provider does not comply with the wage and work terms, the contracting authority has the right to withhold parts of the contract sum until there is documentation that the conditions are in order. The sum to be withheld shall be equivalent to 2 times the saving for the Contracting Authority.

The Contracting authority has the right to free access to the documents and the right to conduct other investigations which render it possible for the contracting authority to carry out necessary control on compliance with the wage and work conditions.

The Service Årovider is obliged to have equivalent contractual regulations in contracts with sub-providers, and shall implement necessary inspections of the service providers in order to ensure that the obligation is fulfilled.
If requested, the Service Provider must present documentation of the prevailing wage and work conditions. The documentation obligation also includes sub-providers. It will be considered a substantial breach of contract if the requested documentation is not presented. This will give the Contracting Authority the right to terminate the contract.
