019-2015 Realisation strategy for the development and realisation of a future tactical management system in the country domain

The aim is to engage up to 3 tenderers with different perspectives in order to review possible realisation strategies for the development and realisation of a future tactical management system in the country domain and a plan for implementing the strategy.
The review and the results from the review shall be submitted in a report. It is a prerequisite that the tenderers adapt their use of hours to the cost limit and response requirements.
The report shall be submitted 20 working days after the contract has been signed.
Depending on the date the contract is signed, the report must be submitted by 29.1.2016.
The assignment has a cost limit with a fixed price of up to 500 000 NOK, including VAT per tenderer.

Egnethet til å utøve yrkesvirksomheten:

The tenderer must be a legally established company. Documentation: Company Registration Certificate.

The tenderer shall have satisfactory wages and working conditions for the employees. Documentation requirement: Self-declaration signed by management. An example of form is attached. (Appendix 3).

Ethical self-declaration for tenderers. Documentation requirement: Enclose confirmation that you as the tenderer are aware of and satisfy the requirements in the declaration. (Appendix 4).

Tenderers shall have a binding collaboration relationship with any sub suppliers. Documentation: Signed binding statement for the use of any sub suppliers (Annex 5).

Økonomisk og finansiell stilling:

The tenderer shall have a healthy economy and financial capacity to carry out the assignment/contract. Documentation: Credit appraisal/rating, not older than 6 months, based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution. The rating shall be credit worthy or higher.

Teknisk og faglig kapasitet:

Tenderers shall have sufficient ability to fulfil the contract, including capacity, manpower and competence, to cover FFI's needs. Documentation: Tenderers must document that they have sufficient capacity to take on the assignment. Enclose an overview of the company's organisation, manpower, competence etc. Confirm that you could, if needed, make the right number of persons available for FFI.

The tenderer's employees who are offered must be security cleared in accordance with the Norwegian Defence's requirements. Documentation: List with names and personal identity numbers of the offered personnel (ref.: article 3.4 second paragraph) who have security clearance for minimum Restricted/NATO Restricted or higher. It is a prerequisite that a sufficient number of candidates are security cleared in order to fulfil the obligations in the contract, or that they can be security cleared within a reasonable period if the contract is signed. Additional information: Norwegian citizens, or people living in Norway for 10 years or more, will normally be security cleared within 2 months. People from other countries will normally need 8 months or more to be security cleared on necessary level.
