Tromsø municipality is north Norway's largest municipality, with approx. 72 000 inhabitants. The municipal organisation employs approx. 5 250 full-time employees and the organisation annually employs between 450 and 800 new employees. In order to simplify the employment process one now would like to procure a digital system that shall support this. One would like a system that can support the entire process, from the design of job requirements and advertisements, to updating personnel systems after employment is a fact. Integration with the existing digital platform is therefore one of the requirements. An as example, teacher positions are jointly announced for 34 schools. There are normally 250-300 applicants for the vacancies.
Tromsø municipality would also like the new system to contribute to a good reputation, through being seen as easy to cooperate with, modern and available for job seekers where they are. It is essential that job advertisements can be published on homepages, the intranet and relevant job portals, as well as social media. Likewise the user interface is to be easy and it has to support authentication through other systems. Tromsø municipality's strategy is to use off-the-shelf products and have a minimum of tailor-made products. Systems are therefore wanted that are documented implemented and well-functioning in equivalent organisations.
