Water-borne energy to Nesoddtunet Nursing Home and Sunnaas Hospital
The Contracting Authority intends to purchase renewal heating and some cooling, in the form of circulating water-borne energy, to selected delivery points for Nesoddtunet Nursing Home and Sunaas Hospital at Nesodden.
The municipality and Sunaas Hospital will enter into contract for energy purchase with an energy supplier who builds, owns and operates a joint energy system. The system shall safeguard due consideration to the external environment. Minimum 80 % of delivered heating shall be from energy supply other than direct acting electricity or fossil fuels.
A joint contract will be entered into with Nesodden kommune and Sunnaas Hospital with a duration of 20 years for the energy supply.
The Energy supplier shall overtake selected existing electric and oil boilers, and build, own and operate new boiler house with new boiler systems for backup heating to the institutions. The backup boiler can possibly also be used for peak loads. The backup boiler must be in commercial operation within the 1.5.2015. Both institutions currently have water-borne heat distribution. The energy supplier shall establish the necessary new pipe connections between the energy production and the supply points at the institutions.
The new boiler house as energy supplier shall be built in the area near the heliport at Sunnaas (the sea side) and the energy supplier can also install heat pumps or other equipment for energy production so that it becomes an energy centre.
The location of the new boiler house/ energy centre makes it unsuitable for storage or burning of wood chips, pellets or other solid biomass. Neither Nesodden kommune or Sunnaas Hospital has the possibility to free up additional area/land for new buildings and energy purposes on their sites. Any energy supplier who wishes to offer heat production from biomass must therefore find and take responsibility for other suitable placement of the energy centre outside of the two institutions property borders.
Stipulated total water-borne heating needs at start-up of the facility, based on historical usage and estimated requirements after completion of new bed ward at Sunnaas, is 4 GWh per year with 1 500 kW in maximum heat output requirement. The heat production must be able to be expanded in the future to cover a 20 % increase in area with low temperature water-borne heating during the contract period.
320 kW cooling is required at start-up, delivered only to the new bed ward at Sunnaas. The energy supplier will nevertheless prepare the supply of cooling by establishing new external, buried cooling pipes at both of the institutions. At the same time an option price will be given for completion of the cooling system and expanded cooling supply.
