Visions and realities in relation to administration of back-to- work programme in the Norwegian Labour and Welfare Service

The contracting authority requests a better understanding of how the administration of back to work initiatives in the Norwegian Labour and Welfare Service are adapted the job applicants‘requirements for employment Knowledge in how various initiatives work for various groups is an significant starting point for the assignment's four partial problems.
1) How well do the offered initiatives composition and extent correspond with evidence based knowledge of the effect of measures for various target groups?
2) What guidelines are significant for the counsellor's choice of back-to-work initiatives for each user?
3) Are the alterations in the initiatives composition in correspondence with alterations in composition of the user population the previous 10 years?
4) To what degree has the reform of unemployment benefits and new working methods in the Norwegian Labour and Welfare Service influenced the deployment of initiatives.

Qualification requirements:
— Taxes and duties have been paid.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate not older than six months old issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, national insurance contributions and VAT. The tax certificates must be issued by the inland revenue office in the municipality where the supplier has his registered office and by the tax officer in the corresponding county.

— Adequate economic and financial capacity to complete the delivery where among other things.

— A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirements:
— At least three relevant deliveries during the last three years with relevance for this contract. Relevant deliveries are defined as research and/or analyses related to work and welfare areas.
— Sufficient professional expertise and capacity.
Documentation requirement:
— Reference list of all of the supplier's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, value of the contract and references. It must be stated what has been delivered and the role that the service provider had in the delivery.
