Rennesøy municipality shall construct an extension for Vikevåg school with a total area of approx. 2 660 m². The area is divided between two floors as well as a technical basement of 160 m². The project can be divided into two construction stages. Tenderers shall therefore give an option price for a deduction if the builder only chooses to carry out stage 1 in this round.
The project shall be carried out as a ‘modified’ turnkey contract. The builder will deliver the drawings from the architect up until the tender, whilst the TE is responsible for the further engineering design services for all disciplines. The architect will continue in the project.
The turnkey contract is for the construction of an extension with two floors with wooden outer walls, hole covers in the floor dividers and a wooden roof, alternatively concrete elements.
Minor interventions shall also be carried out in the existing school building as several meeting rooms shall be established and work rooms/media library are to be altered to personnel rooms. A kitchen shall established in the 2 largest classrooms and adapted for flexible use for both teaching and before and after school care.
The outside areas shall be developed in accordance with the description from the landscape architect.

Contractors are required to prove that they are registered in a trade register or other company register as mandated in the law in the country where they are established. Documentation of this (e.g. a Business Registration Certificate from the Brønnøysund Register Centre) shall be enclosed with the tender.

Økonomisk og finansiell stilling:
(1) Requirement to submit a tax certificate not older than 6 months (national requirement).
Tenderers are not to have significant tax arrears. Tenderers shall enclose a tax certificate from the chief municipal treasurer in the municipality where the tenderer has his main office. The certificate shall be available by the tender deadline — not older than 6 months calculated from the tender deadline. Foreign contractors must provide certificates from equivalent authorities to the Norwegian authorities.

These certificates must be presented before the tender deadline and must not be older than 6 months from the tender deadline.

Certification development class 2
Documentation of central certification development class 2 or documentation that substantiates that local certification will be given in development class 2 shall be enclosed.

(3) Contractors shall confirm that the wage and work terms are in accordance with Norwegian (or the country of the contractor in question) agreements, e.g. tariff agreement – cf. the ILO core conventions, see annex 2.

CAPACITY
The builder requires tenderers to have the capacity to carry out the project in accordance with the progress plan, which will be agreed after the clarification meeting.
ANTI CONTRACTOR CLAUSE
The work shall be carried out by the contractor and its employees in a service relationship, possibly with sub contracts. A contract for a sub contract with a one-person company or the use of hired labour must be stated and justified in the tender and approved in writing by the builder. It is a prerequisite that the hired labour is legal. The builder's approval does not change the contractor's obligations to the builder. The builder's refusal to approve the contractor's choice does not give the contractor the right to remuneration for the extra costs incurred by this.

The contractor shall be able to document at any time that the used labour fulfils the contract's regulations and its personnel. All contracts for sub contracts shall include similar terms on the execution of the work, conditions at the construction site and the execution of the sub contract as those used in the contract document.
