Vaccines against Hepatitis B

The Norwegian Institute of Public Health would like to procure vaccines against Hepatitis B for the national vaccination programme.
In 2014 the Norwegian Institute of Public Health will procure 45 000 child doses (0-15 years) and 8 000 adult doses (16 or older) of the vaccine against Hepatitis B for use in the vaccination programme. The Norwegian Institute of Public Health expects that the consumption of the vaccination against Hepatitis B will stay relatively stable. The Norwegian Institute of Public Health requires, therefore that tenderers have the capacity to deliver at least 49 500 doses for children and 8 800 doses for adults per annum.
The Ministry of Health and Care Services has given the Norwegian Institute of Public Health the task of preparing a draft for a strategy for viral hepatitises. One of the points that is to be reviewed is the possibility to include the vaccine against Hepatitis B in the child vaccination programme. If it is included in the child vaccination programme, there will be consequences for the extent of this procurement. As a result of this, the Norwegian Institute of Public Health is announcing a 1-one year contract, with an option for an extension of 1+1+1 years.
In order to minimise any disadvantages connected to the length, the Norwegian Institute of Public Health is offering to procure a minimum volume of 45 000 child doses (0 - 15 years) and 8 000 adult doses (16 or older) respectively.

The supplier must be a legally established company.
Documentation: Company registration certificate.
Økonomisk og finansiell stilling:
Tax: Suppliers shall have their tax, duty and VAT payments in order. A VAT certificate issued by the tax office and a certificate for tax and payroll tax issued by the chief municipal treasurer shall be enclosed. Tax certificates may not be older than 6 months, calculated from the tender deadline.

The supplier shall have sufficient financial strength to be able to fulfil the contract.
Documentation requirement: The supplier's annual accounts including notes with the Board's and auditor's reports from the last 2 years.
If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts for the last year shall also be attached.
The Contracting Authority reserves the right to carry out a credit assessment itself. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Sub suppliers (parent companies/subsidiary companies etc.):
If a supplier will use sub suppliers (parent company, sister company etc.) in order to fulfil this qualification requirement, the supplier must provide the above mentioned documentation for the sub suppliers.

The supplier shall have good capacity and the ability and competence to fulfil the contract.

— company structure and ownership,
— description of the current company.
The supplier shall have sufficient delivery capacity to deliver a minimum of 49 500 doses for children (0-15 years) and 8 800 doses for adults (16 or older) per annum.
Documentation requirement: Suppliers shall enclose confirmation that the supplier (possibly the sub supplier) has the capacity to deliver at least 49 500 doses for children (0-15) and 8 800 doses for adults (16 or older) per annum to the contracting authority.

The supplier shall have a good and relevant quality assurance system for this type of delivery.
Documentation requirement — A concise description of the overall quality assurance system that the supplier will use for the implementation of the contract.
— Either: A certificate of the company's quality assurance system issued by independent bodies confirming that the supplier meets certain quality assurance standards, for example, ISO 9001:2002.
— Or: Instead of a certificate, other verifiable quality control systems are acceptable where relevant procedures, certificates and deviation, improvement etc. are documented.
The supplier shall have the necessary licences. The offered vaccine must be produced by a manufacturer holding authorisation from the relevant authorities in the EU/EEA to manufacture drugs. If the tenderer does not manufacture the vaccine itself, the tenderer must have the necessary authorisation from the relevant authorities in the EU/EEA to trade in pharmaceuticals. If the vaccine is imported, the import licence that covers the offered vaccine must be presented.
