Turnkey contractos shall be pre-qualified for the demolition of an existing school building and the construction of a new school building on the site where Granly school is currently located. The school shall be constructed as a 3 parallel school with a multi-purpose hall. The school's area with the multi-purpose hall will be approx. 9 300 m² gross.
The new building shall be constructed on approx. the same site, where the existing school currently stands.
The new building consists of a west wing over 2 floors and a south wing over 3 floors and a multi-purpose hall. Development of the outdoors area will be a part of the assignment.
The new building shall be located in the eastern part of the school area and will delimit the school's outside area.
The works are to be carried out as a turnkey contract. Contracting will be undertaken in accordance with NS 8407.

The contractor must have a functioning HSE system.
— HSE self-declaration.
The declaration shall not be older than 3 years, calculated from when the deadline for requesting participation expires.
The contractor is required to be a legally established company.
— Company registration certificate; confirmation of registration in a company register (not older than 6 months calculated from the tender deadline).
— Foreign companies: Registration certificates in professional registers as determined by legislation in the countries in which the contractor is established. As a minimum the documentation shall state: The company's name, registration no., business address, who shall act on the company's behalf.

Contractors must be able to fulfil the requirements for central certification in development class 3 in accordance with the Planning and Building Act, for all certification disciplines.
— Documentation of central certification in class 3 in accordance with the Planning and Building Act, or documentation that substantiates that the contractor is qualified for such certification.
Økonomisk og finansiell stilling:
The contractor must have the financial capacity to carry out the assignment/contract.
— Auditor approved accounts for the last two years. If a tenderer has further information that ought to be taken into consideration, this is to be enclosed.
The company's most recent annual report as well as description of any conditions from the current financial year which are of importance for the accounting figures.
— Credit rating from Proff forvalt or equivalent, not older than 6 months. The credit rating shall apply for the company that requests participation in the competition. (A credit rating from the parent company will not be accepted without a binding guarantee). The parent company must also document fulfilment of the requirement in accordance with 4.3 and 4.7.

Minste nivå(er) av standarder: Contractors shall, at a minimum, have credit rating degree B or equivalent.
Teknisk og faglig kapasitet:
Contractors shall have carried out 3 projects in the last 10 years with a contract cost of at least 100 000 000 NOK including VAT.
— Documentation that shows that the contractor has carried out such projects. This only applies to projects that are carried out in Norway.
The project name, contract form and cost, year that the project was completed and the contracting authority shall be given.
The contractor shall have carried out 1 project during the last 10 years with a contract cost of at least 200 000 000 NOK including VAT.
Contractors shall have good experience and knowledge of engineering design services.
— Contractors shall give a short account of how the engineering design services shall be planned and carried out, the organisation of the engineering design services, quality systems and experience with engineering design services from equivalent projects.

Contractors shall have a suitable project organisation and key personnel with sufficient experience.
— An organisation plan for this assignment with manpower for the project.
The plan shall also show the number of own employees, hired, sub contractors etc. Contractors shall only have 2 links in the execution chain.
A statement of the implements, machinery, tools, materials or technical equipment at the disposal of the contractor for execution of the contract.
— The names and CVs of key persons who shall carry out the assignment shall be mentioned and are binding for this project.
Key persons are:
— Responsible project manager (PL)
— Site manager (AL)
— Engineering design group manager (PGL)
The CVs shall include information on:
1. Experience with turnkey contracts,
2. Experience with demolition contracts,
3. Formal education and courses.
The contractor's key persons shall understand written and oral Norwegian.
— Contractors shall confirm that key persons understand written and oral Norwegian.
The contractor's key personnel shall each have experience from at least 2 projects during the last 10 years of at least NOK 100 000 000 including VAT.
— Documentation that the key persons have experience from such projects. This only applies to projects that are carried out in Norway. Applies to two projects for each key person.
Project name, contract form and cost, the year the project was completed and the contracting authority shall be given, as well as contact information for the contracting authority.
Contractors shall have a satisfactory quality assurance system.
— A copy, if any, of the certificate issued by an accredited certification body or equivalent documentation.
If this is not available, an account of the contractor's quality system. Applies to progress, quality assurance of the work and HSE. Maximum 2 x A4.
The contractor shall have a suitable MOM system.
— An account of the company's own system or a reference to the system that the contractor uses, that describes processes and control routines, as well as CVs for those responsible for MOM.
— An account of the contract between TE and UE that shows the transfer of responsibility for MOM.
— An example of MOM documentation with the contents with UE/contractors.
Contractors can use other companies' capacity, independent of the legal connection between them.
If so contractors shall document that they can use the necessary resources, for example, by enclosing a binding statement on this from the companies, cf. FOA §§ 17-8(2) and 17-9(2).

Objektive utvelgelseskriterier:
The contracting authority will rank the contractors who fulfil the minimum qualification requirements in accordance with the best qualified principle.
The selection of pre-qualified contractors will be carried out in accordance with this ranking. NB: Fulfilment of the minimum requirement will not automatically lead to pre-qualification.
This means that the contractors will be chosen and ranked based on over fulfilment of the qualification requirements in points 4.7 and 4.8, provided that points 4.3, 4.4 and 4.5 are fulfilled.
The further selection of the contractors will be based on an evaluation with the following selection criteria, weight and evaluation basis.
Selection criteria:
1. The company's economic and financial capacity 30 % based on the contractor's response to point 4.7 in the qualification documentation.
2. The company's technical and professional qualifications 70 % based on the contractor's response to point 4.8 in the qualification documentation.
