Fauske municipality c/o the Chief Municipal Executive shall hold a restricted tender competition for a turnkey contract for the development of Eiaveien dementia institution and day centre.
The turnkey contract consists of engineering design services for and the construction of Eiaveien dementia institution and day centre, as well as the demolition of an existing building on the site. The building that shall be demolished is a previous telephone centre for the Norwegian Defence, which is currrently used as an ambulance station (ground area: approx. 450 m2).
Eiaveien dementia institution and day centre shall be a powerhouse for dementia care in Fauske. The centre shall be constructed as an institution that has 40 residential units and a day centre with the acommpanying personnel and service functions. All the patient areas shall be at ground level and there shall be a sense garden and good outside areas.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: Applicants shall be a legally established company and registered in a trade register or other company register, e. eg. the Brønnøysund Register Centre.

Documentation: Company registration certificate; confirmation of registration in a company register. Foreign companies: Certificate of registration in a trade register or other company register as described in the law in the country where the contractor and/or his sub contractors are established.

Økonomisk og finansiell stilling:

Requirement: The tender shall have satisfactory affairs regarding the payment of taxes and VAT.

Documentation: Certificate from the chief municipal treasurer (tax, advance payment, garnishments, employer's contributions). Certificate from the tax collector in the relevant county (VAT). Foreign companies: Certificate issued by the relevant authority in the tenderer's country that confirms that the contractor has fulfilled his obligations as regards the payment of taxes in accordance with the legal provisions in his home country. The certificates should not be older than 6 months calculated from the tender deadline.

Requirement: The applicant shall have sufficient economic and financial capacity to carry out the assignment.

Documentation: Auditor approved accounts with the report for the last 2 years. If an applicant has more information that ought to be taken into consideration, this is to be enclosed.

The company's last annual report and an account of any conditions from the current accounting year that can be significant for the accounting figures.

Credit rating/rating, not older than 6 months, carried out by a publicly certified credit rating institution.

Newly started companies that cannot comply with the above, must enclose a binding guarantee statement from a parent company/owner that covers all the financial contract obligations of the contractor, up to and including the guarantee period. The guarantor must also fulfil the requirements for financial capacity and documentation this must be enclosed with the prequalification application.

Teknisk og faglig kapasitet:

Requirement: The tenderer shall meet the legal requirements of Norwegian legislation with regard to health, safety and the environment.

Documentation: HSE self-declaration in accordance with the current regulations, cf. appendix 1. The self-declaration shall not be older than 3 years calculated from the deadline for receipt of tenders.

Requirement: Applicants are required to have or be qualified for central certification for the necessary development classes in accordance with the initiative's nature and complexity, cf. point 1.3 A minimum of development class 2 or 3 is required for all areas of responsibility.

Documentation: A copy of the certification in accordance with the Planning and Building Act, possibly documentation/information that substantiates that one will achieve local certification for the relevant works. In cases where the applicant himself does not have the necessary qualifications, but relies on other suppliers to be qualified, equivalent documentation must be enclosed for them, as well as a binding statement. Foreign applicants must obtain equivalent documentation in accordance with the law in the country where they are established.

Requirement: Applicants must have the professional competence required for carrying out the assignment, as well as experience from projects of an equivalent complexity and extent (contract costs of at least 100 million NOK).

Documentation: An overview of equivalent works that have been carried out in the last five years. The contract cost must be given. Certificates from previous contracting authorities that show satisfactory execution of the most important works. The certificates shall state the work's value/contract cost, as well as the date and place of execution. Manpower for this assignment (organisation chart) with names and CVs for key persons who will carry out the assignment. The manpower plan is binding for this project. Certificates are to be presented for the project manager (PL), construction manager (BL) and engineering design manager (PGL). One person shall be offered for the relevant positions, i.e. one person as PL, one person as BL and one person as PGL. If several persons are offered, the contracting authority has the right to choose who shall carry out the assignment. Each person is to present a minimum of 1 testimonial, maximum 3 testimonials from equivalent projects in the last 5 years. The testimonials should state the value, time frame and place the work was performed and indicate whether the works were professionally and properly completed. A reference person who can be contacted shall be given. The testimonials shall be signed by the person responsible for the assignment at the builders

Requirement: Applicants shall have sufficient employees at the construction site and in the administrative management for fulfilment of the contract

Documentation: A statement of the supplier's average workforce and the number of employees in the administrative management during the last five years.

Requirement Applicants shall have an engineering design group consisting of a minimum of ARK, RIV, RIE, RIB, RIBr and LARK with experience from equivalent projects.

Documentation: Overview of the engineering design group's participants and their experience from equivalent projects. (with the names of the concrete persons who are offered.) The list of the engineering design group's participants is binding for this project. Only one person shall be offered for the relevant positions, i.e. one person as ARK, one person as RIV, one person as RIE etc. If several persons are offered, the contracting authority has the right to choose who shall carry out the assignment. An account of how the turnkey contractor's engineering design work is planned to be carried out (organisation and quality assurance systems).

Requirement: Applicants must have a good and well functioning quality assurance system.

Documentation: An account of the quality assurance system, internal control and HSE. a copy of the system certificate issued by an accredited certification body or equivalent documentation.

Technical and professional competence, experience from equivalent contracts and capacity/manpower for this assignment 70 Points 0-10 (0-700).

Total sum 100 (weighted total sum – max 1 000).

The 5 or 6 applicants that achieve the highest number of points will proceed in the competition.

The points scale goes from 0 (least favourable/ lowest value) to 10 (most favourable/highest value). Missing documentation of qualities/criteria gives 0 points The sum of the weighting is 100, the maximum achieveable sum is 1 000.
