The innovation effect of instruments of industrial policy

The announcements have their background in the government's coalition declaration (Sundvoldenerklæringen). There, the government writes that it will further develop instruments with the highest innovation effect. In order to carry out a good assessment of what the innovation effect from various instruments is, researches shall map instruments of industrial policy and assess the affect of different instruments against each other.
The assignment is divided into two sub-contracts and a winner will be selected per sub-contract. The two parts will be assessed separately. Suppliers are requested to state which of the contracts they are delivering a tender on. It is not possible to provide a price on the condition of receiving both of the assignments.

Kort beskrivelse:
1. The first part is a broad inclined mapping work of all of the instruments of industrial policy with public funding where the goal setting is innovation and value creation, both directly and indirectly. This will provide an overall presentation of regulations, announcements and changes. The presentation shall include description of the interaction between the instruments in the form of overlapping goals, development of user groups etc. Such a review should give a better overview of the breadth of instruments, overlap and interaction.

Kort beskrivelse:
2. The other part shall assist to increase our knowledge of the size-wise effect of the instruments on innovation and value creation. The work shall be empirically constructed, and will from available data, combined with theoretical and empirical methods, summarise the experiences. This shall make it possible to compare and arrange instruments in a better manner than today. The work must draw on national and international experiences and literature. At the same time, measures should be proposed that better facilitate the analyses of instruments in the future.

Qualification requirements:
- Taxes and duties have been paid.
- Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
- Tax certificate and VAT certificate not older than 6 months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collector office in the municipality where the supplier has their registered office and by the tax collector in the corresponding county.

Qualification requirements:
- The supplier must be able to demonstrate at least three deliveries in the last five years with relevance for this assignment. By relevant deliveries, we mean researching or investigations dealing with instruments of industrial policy.
Documentation requirement:
- Reference list of all of the supplier's deliveries in the last five years with relevance to this assignment, stating the name of the contracting authority, value of the contract and references. What has been delivered and the role that the tenderer had in the delivery must be stated.

- The supplier must be able to demonstrate at least three deliveries in the last five years with relevance for this assignment. By relevant deliveries we mean researching or investigations which use economic theory and empirical methods to assess the effect of political measures.
