The Cultural monuments portal is expected to be the Directorate for Cultural Heritage in Norway's (Riksantikvaren/the Contracting Authority) hub for integration of data from own professional systems and various other sources of information The computer hub shall be the basis for development of new services where the purpose is to achieve excess value from information gathered and created by the Directorate for Cultural Heritage in Norway's existence
A framework agreement shall be entered into with two providers, one for each part of the procurement
A. Development:
— Development, support, maintenance and option for operation
— Further development in accordance with requirements, including support and maintenance
B. Consultancy:
— Consultancy in accordance with requirements, including assistance in specifications The assistance is related to Linked Data and Linked Open Data, particularly in combination with geographical data

The service providers must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT).

Solvency assessment from an acknowledged credit appraisal agency. The assessment shall be based on the most recent known accounting figures.
The key figures in the requirement must be presented together with an assessment of the service provider's payment experience
The Contracting Authority reserves the right to conduct a separate credit appraisal of the service provider

The service provider shall have sufficient economic and financial capacity, including adequate turnover, earning ability, liquidity ratio, and equity-to-assets ratio

— A description shall be given of the service provider's technical personnel or technical entities the service provider has at his disposal to fulfil the contract
