The correlation between skills and the labour market situation for vulnerable groups

The Norwegian Ministry of Labour and Social Affairs (ASD) wants better knowledge regarding the correlation between skills and the labour market situation for vulnerable groups in the labour market. By skills we have in mind key skills which are captured in surveys of the population's expertise (such as reading, arithmetic and solving tasks with ICT). By vulnerable groups we mean (for this assignment) mainly people with health problems/people on health related benefits/people with reduced employability.
A detailed description of the assignment content and requirements of the assignment is given in Appendix 1 to the contract.

Beskrivelse av opsjoner:
The Contracting Authority reserves the option for any additional purchase even beyond the specified time frame, and financial framework cf. the description of the assignment in Appendix 1. An hourly rate for additional work must be stated. This is not subject to allocation.

Qualification requirements:
— Paid taxes and fees.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate: not more than 6 months old, issued by a competent authority, confirming that the tenderer has fulfilled its obligations with regard to payment of taxes, social security contributions and VAT. The tax certificates must be issued by the inland revenue office in the municipality where the supplier has their registered office and by the tax officer in the corresponding county.

— Adequate economic and financial capacity to complete the delivery where among other things creditworthiness with no requirement for collateral will be sufficient.

— A credit rating with key figures from a recognised credit assessment company or equivalent form of documentation to demonstrate that the requirement has been met.

— The tenderer must be able to demonstrate at least 3 completed equivalent / similar assignments in the last three years that have relevance to this assignment. The phrase 'equivalent or similar assignments' is here defined as research or reporting tasks within the labour market and welfare issues.
