The “Teglverksdammen” project is an interdepartmental project involving the following participants: the Water and Sewerage Authority, the Agency for Urban Environment and Undervisningsbygg. An earlier decision has been made to open Hovinbekken through Ensjøbyen. A decision has therefore been to take a partial flow from Hovinbekken and feed this into a stormwater dam in Teglverkstomta above Ensjøbyen. The stormwater dam is part of an approved regulation plan for Teglverkstomta. As the Water and Sewerage Authority (VAV) is responsible for the quality of the water in the stream, this means that VAV must take on responsibility for establishing the stormwater dam. A footpath and cycle path, inc. bridges and outdoor facilities, must be constructed in connection with the stormwater dam, and these will be funded by BYM and UBF. This procurement process relates to the implementation of construction work (execution contract).The procurement process also includes an option on a contract for a 1 200 mm drainage pipe in the same development area.

Requirements:
1. The supplier shall have an orderly system in relation to payment of tax and VAT.
2. The supplier shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
3. The supplier shall be a legally established company.
Documentation requirement:
1. Tax Certificate for respectively tax and VAT, not older than 6 months. Certificates can be obtained from the local tax collection office or at the tax office.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
2. HSE declaration filled out and signed.
3. Norwegian companies: Certificate of Business Registration.
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.
Økonomisk og finansiell stilling:
Requirements:
— The supplier must have the financial capacity to carry out the assignment/contract.
This involves, inter alia, the following: - Average turnover (NOK) for the past 3 years must be greater than NOK 180 000 000 per year.
The supplier must be creditworthy, with a minimum rating code of "4" from Soliditet Decision.
Documentation requirement:
— Complete annual reports for 2011 and 2012.
If necessary, the contracting authority reserves the right to review the annual report with the company's auditor.
— The contracting authority will carry out its own credit assessment of tenderers with a publicly approved credit assessment institution and use this as a basis for its assessment.
— Foreign suppliers must provide certificates from equivalent authorities to the Norwegian ones and provide a credit assessment.
Teknisk og faglig kapasitet:
Requirements:
1. Experience of assignments of a similar nature, scope and complexity is required.
Assignments of a similar nature refers to work with streams/dams, landscaping and technical infrastructure in an urban environment.
2. The supplier must have sufficient technical, HR and organisational capacity and ability, cf. process 12 in the volume setup, inter alia.
Requirements for tendered personnel:
— The construction site manager for the main works must be able to demonstrate good experience of management of complex construction projects in an urban environment and experience with the handling of complex interfaces.
— The construction site manager for landscaping must have be a certified landscaper and have good experience of the execution of complex landscaping in an urban environment.
— The manager for water and sewerage work must have an ADK1 certificate or equivalent.
3. Contractor approval.
Approval is required as follows:
General responsibility for execution (building, construction or design, technical installations) development class 3, or equivalent approval.
4. The supplier must have an effective quality assurance system/management system adapted to suit the content of the contract.
5. A good, effective environmental control/environmental management system is required.
Documentation requirement:
1. A summary of the supplier's assignments of a similar nature, executed over the past 5 years. The summary must indicate the contracting authority, nature of the work, scope and value, as well as the time and location of execution of the work.
A referee/referees must be named on behalf of the relevant authority. VAV will be granted leave to contact the referee(s).
2. A statement of the supplier's average workforce and the number of employees in the administrative management during the last 3 years.
— A statement on the machinery, materials and technical equipment at the disposal of the supplier for execution of the contract.
— The supplier's organisation plan, with HR, for implementation of this delivery and CVs for the tenderer's key personnel who are to execute the assignment.
— Copy of an ADK1 certificate (or equivalent) which documents that the person in question has the professional qualifications required.
3. Proof that local (or central) approval for implementation of contract work can be acquired at the time of project startup.
4. Statement regarding the supplier's quality assurance system/ management system If the supplier is certified, it is sufficient to attach copies of certificates issued by independent bodies which confirm that the supplier meets certain quality assurance standards, e.g. ISO 9001:2008 or equivalent.
