Technical solution for data collection for Ungdata

Høgskolen i Oslo og Akershus

Through this procurement the University College of Oslo and Akershus wants to acquire a portal to carry out the standardised questionnaire Ungdata, which is conducted amongst students in secondary school in Norway. Since 2010, Ungdata has carried out over 250 municipal and county municipality questionnaires throughout the whole of Norway, and collected answers from almost 150 000 youths. The survey consists of a fixed part, the basic module, a series of selectable plugins and the possibility to add in self composed questions. See http://www.ungdata.no for more information.
The portal shall make it possible for the Contracting Authority to set up surveys for the municipalities/county municipalities, which involves choosing the selectable plugins, collecting the user name for the schools which shall participate and following the progress of the survey. Each survey consists of approximately 150 fixed questions, and up to 100 selectable questions. The number of respondents can vary from 20 to 10 000-15 000 per survey.
The contract with a starting point for the second half of the 2014 year, with option for the Contracting Authority to extend the contract by 1+1+1+0.5 years, all together a maximum of 4 years.
The contractual value, including options, over a four year period, is expected to amount to between 1 200 000 and 1 800 000 NOK excluding VAT. The amount is for illustrative purposes and carries no obligation for the Contracting Authority or rights for the tenderer.
