Technical solution for data collection for Ungdata

Through this procurement the University College of Oslo and Akershus wants to acquire a portal to carry out the standardised questionnaire Ungdata, which is conducted amongst students in secondary school in Norway. Since 2010, Ungdata has carried out over 250 municipal and county municipality questionnaires throughout the whole of Norway, and collected answers from almost 150 000 youths. The survey consists of a fixed part, the basic module, a series of selectable plugins and the possibility to add in self composed questions. See http://www.ungdata.no for more information.
The portal shall make it possible for the Contracting Authority to set up surveys for the municipalities/county municipalities, which involves choosing the selectable plugins, collecting the user name for the schools which shall participate and following the progress of the survey. Each survey consists of approximately 150 fixed questions, and up to 100 selectable questions. The number of respondents can vary from 20 to 10 000-15 000 per survey.
The contract with a starting point for the second half of the 2014 year, with option for the Contracting Authority to extend the contract by 1+1+1+0.5 years, all together a maximum of 4 years.
The contractual value, including options, over a four year period, is expected to amount to between 1 200 000 and 1 800 000 NOK excluding VAT. The amount is for illustrative purposes and carries no obligation for the Contracting Authority or rights for the tenderer.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) The tenderer is required to have a legally established enterprise.
(2) The tenderer is required to submit a tax certificate for VAT, not older than 6 months from the tender deadline.
(3) The tenderer is required to submit a tax certificate for tax, not older than 6 months from the tender deadline.
(4) The tenderer is required to submit a statement that the tenderer meets the legal requirements in Norway concerning health, safety and environment (HSE).

Økonomisk og finansiell stilling:
Requirement: The tenderer must have sufficiently good finances, including satisfactory liquidity and low risk of bankruptcy.
Documentation requirement: Credit rating report, not older than 6 months, from Dun & Bradstreet, Lindorff Decision or equivalent. If there is no credit report, the supplier may alternatively enclose its accounting statements, with the auditor's report, for the last two financial years. If accounts from the last year have not been finalised by the qualification deadline, temporary accounts for the current year should be attached.

Teknisk og faglig kapasitet:
1) Requirement: The supplier must have adequate execution capabilities.
Documentation requirement: A short, overall description of the organisation shall be given, including:
— An account of the company's business concept and core competencies related to the scope of the delivery.
— An overview of the company's history, organisation and ownership, as well as a description of the business today.
— Description of how the supplier is organised for the execution of this contract.
— A concise description of the overall quality assurance system that the supplier will apply in carrying out this contract must be given.
2) Requirement: The supplier shall have experience from similar deliveries.
Documentation requirement: Overview of relevant deliveries in the last 3 years. The overview shall contain as a minimum
— Short description of the delivery (content, scope etc.);
— Time of execution;
— Name and telephone number of the reference person at the contracting authority (Contracting Authority shall be given the possibility to contract the referee).
