The Agency for Waste Management has approx. 1000 collection units for glass and metal packaging in varying sizes. The collection volumes vary from 800 litres to 8000 litres. The emptying frequency varies from every week to every fourth week.
The Agency for Waste Management has a need for a notification system that gives information on how full each collection unit is, in order to ensure an optimal emptying frequency. The contract shall include the establishment, operation and maintenance of the system. The procurement is for the delivery of 200 delivered level meters, with options for a further 500 units.
The Agency for Urban Environment also has a need to participate in the system, but to a minor extent and as an option.

The contract shall include the establishment, operation and maintenance of the system. The procurement is for the delivery of 200 delivered level meters, with options for a further 500 units.

The Agency for Urban Environment also has a need to participate in the system, but to a minor extent and as an option.

Beskrivelse av opsjoner:

2.5.1. Option - number of level meters.

The contracting authority has an option for the delivery of a further 500 level meters in the contract period. The contracting authority reserves the right to take up parts of the options.

The minimum order volume is 20 level meters per order.

2.5.2. Option - operation and maintenance.

The contracting authority has an option for the operation and maintenance of the delivered level meters with the accompanying software for a further 1 + 1 years beyond the end of the contract period in 2018.

2.5.3. Option - fleet management.

The contracting authority has an option for fleet management. The fleet management system shall, based on the information from the level meters, be able to state the optimal emptying route.

2.5.4 Option Agency for Urban Environment.

The Agency for Urban Environment has an option for a total of 50 level meters, 10 in 2014, 20 in 2015 and 20 in 2016. They also have an option for the operation and maintenance of the system in this period, as well as until 20.10.2020. If the start-up is postponed, the deadline will be postponed equivalently.

2.5.5. Voluntary option - operation and maintenance of the existing level meters and software.

The contracting authority currently has 14 level meters provided by two suppliers. These are assembled in different collection units in connection with a pilot project. The contracting authority would like tenders for the operation and maintenance of the existing level meters and software.

Voluntary option no. Option for:

1 Operation and maintenance of 7 level meters. Supplier: Swisslogix.

2 Operation and maintenance of 7 level meters. Supplier: Noticia.

Tenderers will not be rejected if the price for this option is not available. Tenderers will not be evaluted on this option.

— Foreign companies: Proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the supplier is established.

Requirements:

The contractor shall be creditworthy.

— The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal numbers.

In addition REN will obtain a credit assessment from Experian which will be used as a basis in the evaluation.

Teknisk og faglig kapasitet:

Requirements:

1) Good capacity and execution capabilities are required.

2) Experience from equivalent assignments, and/or experience from previous relevant development assignments.

3) A good and well-functioning quality assurance system is required for the goods that will be provided.

Documentation requirement:

1) a A description of the supplier's total manpower with relevant manpower to cover the assignment. Organisation chart shall be attached.

b A description of the supplier's total deliveries (volume) for 2013 as well as deliveries/any orders for 2014.

2) The supplier's most important deliveries/development assignments over the last 3 years, including their value, time frame and recipient/client. When referring to previously performed development assignments, describe how the assignment is relevant.

3) Give a short statement about the quality system and a description of how quality assurance is carried out.
