Økonomisk og finansiell stilling:

The candidate or consortium members must have sufficient financial capacity to fulfil its contractual obligations. This includes being solvent, having satisfactory liquidity and low risk of bankruptcy.

Minste nivå(er) av standarder:

The Contracting Authority will evaluate whether the candidate or consortium satisfies the qualification criteria in the following way:

— Recent published annual accounts with notes, including auditor‘s certificate;

— Income statement and balance last 6 months if it is more than 6 months since the last annual report;

— Tenderers are free to prove his economic and financial standing by any other document, including, for example, a parent company guarantee or a bank guarantee (if a bank guarantee is issued, it needs to be with a minimum of 5 BNOK par value);

— The Contracting Authority will take out the rating report on www.solididtet.no (provided by Bisnode Credit AS) to verify that the provider has sufficient financial capacity. The minimum acceptable rating is an 'A' rating from Dun & Bradstreet/Bisnode or the equivalent;

— The Contracting Authority will assess whether the candidate has sufficient financial capacity to fulfil the contract obligation, ensuring the provider has profitable operations, positive cash flow, and positive equity.

Teknisk og faglig kapasitet:

1) Candidates must demonstrate sufficient capacity to fulfil the role of strategic infrastructure partner at the scale of HSØ and Sykehuspartner.

2) Candidates must demonstrate their ability by showing strong client reference cases where they have fulfilled the role of strategic partner for IT Infrastructure Services.

References should reflect the role expected from the strategic partner:

— Develop as in: develop new services to enable realization of Digital renewal;

— Transform as in: consolidate and optimize the infrastructure landscape;

— Manage as in: provide services as a managed service and co-ordinate service integration activities.

Candidates should, besides the client references, demonstrate their ability through measures such as employee skill sets, industry degrees and certifications (e.g. ISO, CMMI, ITIL, TOGAF etc.).

Minste nivå(er) av standarder:

1) The Contracting Authority will evaluate whether the candidate satisfies the qualification criteria in the following way:

— Please provide a brief, general description of your organization, how you deliver services (through partners or independently), key delivery centers, project hubs, data centers and your business areas. using the denoted section of Annex 8 'Candidate Capacity and Ability response template'.

— Please provide an overview of the average number of full time equivalent (FTE) employees or any managerial staff working for the contractor in the 2013 calendar year within the areas relevant to the contract using the denoted section of Annex 8 'Candidate Capacity and Ability response template'.

2) References should date from the last 3 years. It should be clear which references are delivered by the main candidate (Level 1) and which are delivered by consortium partners (Level 2).

The Contracting Authority will evaluate whether the candidate satisfies the qualification criteria in the following way:

— Please complete the 'Ability — References' worksheet found in Annex 8: Candidate Capacity and Ability response template;

— Please complete the 'Ability — Qualifications' worksheet found in Annex 8: Candidate Capacity and Ability response template.

Candidates or consortia should in addition to the brief overview in annex 8 submit relevant material describing their work for each reference provided. This can be in the form of a word document, a PDF or a URL.

The contract has been signed for 7 years, but it will be automatically extended for one year at a time unless the contracting authority gives 12 months notice on the contract, or the tenderer gives 24 months notice. The stated contract value is for 7 + 3 years. The first 3 years after the initial 7 years are weighted with 100 %, 75 % and 50 %. Due to a reorganisation of the South Eastern Norway Regional Health Authority during the procurement process, Sykehuspartner has become a separate Health Company per 1.1.15 with a separate organisation number: 914637651. Due to an internal reorganisation in Sykehuspartner HF, the contact person for the contract will be the Contract Management Department. The contract was signed 14.10.2016.
