The aim of the contract is to cover Enova's need for strategic communication consultancy services. The company has from before an operational cooperation partner, but would like to enter into a framework agreement with a strategic consultant who, in addition to competence within strategic communication, has very good knowledge on energy and climate, very good knowledge of relevant actors and who could efficiently combine these with the competence areas. The strategic consultant shall work in the professional intersection between communication, energy and climate questions, energy politics, branch contact and relations nationally and internationally.

The estimated need is 400-600 hours.One of the characteristics of a framework agreement is that the concrete assignments and the volume of assignments are not concretised when the contract is signed. Call-offs will take place as and when the contracting authority's needs materialise. This prerequisite is known by both parties and it involves a risk that the amount of assignments will deviate from the above mentioned estimate - both postively and negatively.

The contracting authority shall have an option to extend the framework agreement for a further 1 year after the contract has expired, to a maximum of 3 years.

The tenderer must be a legally established enterprise.

Norwegian service providers:
— Company registration certificate.
Foreign service providers:
Foreign service providers - confirmation that the service provider is registered in a trade register or company register in accordance with the law in the country where the service provider is established.
Økonomisk og finansiell stilling:
Requirement:
The service provider shall have sufficient financial strength to be able to fulfil the contract.
Documentation:
The service provider's annual accounts including notes with the Board's and auditor's reports from the last year.
If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts shall be also be attached.
The contracting authority reserves the right to carry out a credit assessment itself.
The service provider may choose to rely on other companies' capacity to fulfil the requirement for the service provider's economic and financial position.
Teknisk og faglig kapasitet:
Requirement:
The service provider shall have very good experience from previous contracts and particularly good knowledge of the relevant actors in the branch.
Documentation:
Certificates from similar deliveries during the last 3 years. The attestations shall be signed or confirmed in writing by the Contracting Authority for the different deliveries, and as a minimum shall include:
— Brief description of the contract.
— Date of execution.
— Scope of delivery in monetary amount.
— Name, and telephone number for the reference person at the contracting authority.
If it is not possible to acquire signed or verified attestations, the service provider shall provide a list of all relevant assignments with descriptions according to the above points.
The Contracting Authority must have the possibility to contact the contact persons who are listed.
The service provider must have adequate execution capabilities.
A short, overall description of the company shall be given, including:
— An account of the company's business concept and core competencies related to the scope of the delivery.
— An overview of the company's history, organisation and ownership, as well as a description of the business today.
Description of how the service provider is organised for the execution of this contract.
— A concise description of the overall quality assurance system that the service provider will use for carrying out this contract.
The service provider may choose to rely on other companies' capacity to meet the technical and specialist qualification requirement.
