Bergen municipality, henceforth referred to as the Contracting Authority, plans to upgrade Stemmemyren to an arena that complies with the Football Association of Norway's (NFF) licence requirements for top division football for women. In connection with this, a new changing facility with media, delegate room, etc. shall be constructed. The licence requirement also results in requirements for roofed grandstand capacity.
The department for Culture, Church Affairs and Sports has prepared a room plan for the entire changing room building.
The changing room building is supposed to be executed in two floors, located behind the existing grand stand in such a way that the roof structure can be elongated over the grandstand and create a roofed grandstand. The building shall then be located in the existing road trace to the sports hall, which results in alteration of the road. The stability of the road's foundation is unknown.
At the sketch stage it is also desirable to illuminate other solutions/locations, such as e.g. if the floor with the changing rooms can be located partly under the existing grandstand and road.
In addition to the new changing room facility and roof, the existing gravel pitch shall be upgraded to artificial grass courts. In connection with alteration of the road, the gravel pitch shall be expanded towards east. The plan is to elongate the length of the pitch as well. The existing electric pylons must also be altered.
It is required that the works are initiated ASAP.
Regulatory practices.
The area is planned as a sports centre (Plan no. 6300000). The planning regulations‘s § 3 Buildings state: In park and sports areas may the building authorities allow construction of building that are naturally connected to the traditional utilisation of the area.
I.e. that the measure is not in conflict with the prevailing zoning plan.
The total budget frame for the project is 38 500 000 NOK divided in 30 000 000 NOK for the changing room building and the roof over the grandstand, and 8 500 000 NOK for the artificial grass courts.
Options:
If the budgeted frame allows it, the Contracting Authority requests an evaluation of upgrading of the grandstand facilities - possibly expansion of number of seats.
