Høgskolen i Oslo og Akershus

The University College in Oslo and Akershus (henceforth referred to as HiOA) wishes to enter into a 2 year framework agreement with option for 1 year + 1 year prolongation. The agreement includes services related to subscription management, databases and accompanying supplementary services. Periodicals are to be supplied in both printed and electronic format, with an emphasis on the latter.
The extent of the agreement varies based on HiOA's consecutive requirements. In 2014 the HiOA's consumption is estimated to:
- Directly database subscriptions; 2 200 000 NOK.
- Joint venture subscriptions: 3 600 000 NOK.
- Individual subscriptions for periodicals: 2 200 000 NOK.
Presently the 21 joint venture agreements are through Cristin or the Health Library. These agreements include 8 publishing firm packages. This is an estimate only, and is not to be considered as binding for the contracting authority. The extent of the agreement may increase as HiOA shall offer library services to new cooperating institutions. The products shall be delivered to all of HiOA's addresses and HiOA uses the library system at all times used by Bibsys. HiOA wishes to communicate the databases through as few interfaces as possible. HiOA shall provide information of databases that can continue HiOA's existing agreements, cf. appendix 4 for overview of databases that can continue HiOA's existing agreements. The tender must include minimum 50% of HiOA's portfolio of databases, periodical subscriptions and supplementary services (cf. appendixes to the tender documents). The tender shall be in accordance with the tender documents and appendixes.

A framework agreement shall be signed with one supplier. The duration of the framework agreement will be 2 years. The Contracting authority shall have the option to extend the framework agreement for a further 1+1 years, altogether 4 years.

Requirement #1: The tenderer must have setteled conditions in relation to payment of tax, payroll tax and value added tax (VAT).

Requirement #2: For work which shall be performed in Norway the tenderer must fulfil Norwegian HSE requirements.

Requirement #3: The tenderer shall be a legally established enterprise.

Documentation requirement #1: Tax Certificates which are not older than 6 months from the tender deadline must be enclosed.

Tax certificates are defined as:

For Norwegian tenderers:

- Form (RF-1244) from the Norwegian Tax Administration (Skattedirektoratet) issued by the…

… tax collector for VAT.

… Chief Municipal Treasurer (kemner-/kommunekasserer) regarding taxes and employer's contributions.

For foreign tenderers:

- Foreign companies must submit equivalent certificates from their own country that show that they have an arrangement for the payment of tax and fees. If the authorities in that country do not issue such certificates, the tenderer must submit a declaration which confirms that all taxes and fees are paid. The statement must be signed by the treasurer.

Documentation requirement #2: Filled out and signed HSE declaration in accordance with PPR appendix 2. Template related to this procurement is available for downloading from the supplier portal.

Documentation requirement #3:

- Norwegian tenderers: Company registration certificate

- Foreign tenderers: Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: The tenderer shall have sufficient financial strength for compliance with the contractual obligations.

Documentation requirement: Credit rating report, not older than 6 months, from Dun & Bradstreet, Lindorff Decision or equivalent.

If there is no credit report, the tenderer may alternatively enclose its accounting statements, with the auditor's report, for the last two financial years. If accounts from the last year have not been finalised by the qualification deadline, temporary accounts for the current year should be attached. The tenderer's annual accounts including notes with the Board's and auditor's reports from the last two years. If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts shall be also be attached.

The above mentioned information shall also be delivered for any parent company.

The tenderer er may choose to rely on other companies' capacity to fulfil the requirement for the tenderer's economic and financial position. The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by,for example presenting a declaration of commitment, guarantee, co-operation agreement or similar. This applies regardless of the legal character of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a cooperation partner etc.

A short, overall description of the company shall be given, including:

- An account of the company's business concept and core competencies related to the scope of the delivery.

- An overview of the company's history, organisation and ownership, as well as a description of the existing business.

- Description of how the tenderer is organised for the implementation of this contract.

The tender provider may choose to rely on other companies' capacity to meet the technical and professional qualification requirements. The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by,for example presenting a declaration of commitment, guarantee, co-operation agreement or similar. This applies regardless of the legal character of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a cooperation partner etc.

Collaborative partners/sub suppliers:

With any collaborative constellations and use of sub-suppliers, the tenderer shall attach the following:

- Name, address and organisation number (company registration) for the sub-supplier.

- Description of which part of the contract shall be taken care of by sub suppliers.

Documentation requirement #2:

Documentation requirement: Overview of relevant deliveries in the last 3 years. The overview/description shall as a minimum include:

A brief description of the delivery (content, contract value, number of periodicals, number of databases, etc.).

- Date of execution.

- Name and telephone no. of the relevant contracting authority's reference person (the contracting authority shall be authorised to contact the reference person by phone in such a way that if there are any doubts about the delivery, the contracting authority can contact the stated reference person(s) for verification/ invalidation that the stated delivery is/was relevant in relation to implementation of this contract).
