School books and literature

Tromsø kommune

Tromsø municipality shall enter into two-year framework agreement for the provision of books and literature for municipal entities.
The agreement will mainly apply to the local library, 39 primary schools and 52 municipal kindergartens, arts and adult education, but can also be used by other municipal entities. Private schools and kindergartens that receive grants from the municipality will also have the opportunity to use the contract.
The Library and City Archives consists of:
The Main Library in Fokuskvartalet, departments in Tromsdalen and Kroken, and subdivisions at Brensholmen and Lakselvbukt. In addition, the main library is responsible for a branch in Tromsø prison. If approved by the County Council, the agreement will also include the main library's purchase of books made on behalf of the Troms county council. It presently stands at 600 000 NOK per year.
Scope of the delivery.
The offer includes the following product groups:
School books for primary and corresponding levels, including teacher guides and copyable originals for these books.
Books and media for public libraries
School books for use at confirmation instruction, teacher mentoring and copyable originals.
E-books for the public libraries
In 2013, Tromsø municipality acquired books for teaching for approx. 7 630 000 NOK excl. VAT, and books for school libraries for about 420 000 NOK. Of this, books and media were acquired on its own account for about 500 000 NOK - annually via Biblioteksentralen ("Library Central") AL. The total value of the agreement is expected to be approx. NOK 32 million excl. VAT for a 4-year period.
We do, however, reserve the right to adjust this amount, as textbook needs varies greatly from year to year. Factors affecting call-offs are changes in curriculum and each school's needs.
Discounts on textbooks and literature are desired; see Appendixes 3a and 3b.
Option:
We want separate tenders for RFID tags glued in books and for CDs/ DVDs. Prices stated in Appendix 3b.
In addition, tenders is sought for blank tags supplied on rolls for books and CDs. Prices stated in Appendix 3b.
All tags must be of good quality customised Norwegian standard. They should be white and without print.
Tromsø municipality participates in E-Lån ["E-Loan"] Troms and use the BS-weblån ["BS WebLoan"] system provided by Biblioteksentralen AL. The scheme is a three-year pilot project. We would like a quote for delivery of e-books in the e-pub format for free use in BS weblån. The municipality requires the possibility of purchasing local e-books elsewhere than from the preferred supplier. It is assumed that such input can also be performed at no charge to the municipality.

Tenders for parts of the assignment
Tromsø municipality is principally seeking a main contractor who can undertake complete delivery of textbooks and books for the library. It may be necessary to split the delivery into multiple vendors if this is deemed most economically advantageous to Tromsø municipality.
It is possible to make an offer on part of the delivery. The procurement is divided into two:
1) School books;
2) Books and media for public libraries.
