The Ministry wants to enter into agreement for the delivery of the project "Salary increases, wage differentials according to education and expertise for immigrants in different industries". The background for the project is that The Ministry of Labour and Social Affairs amongst other things wants to improve knowledge in general about the salary increases and expertise for immigrants compared with the general population according to education level and job category.
The delivery shall as a minimum comprise an article or a report written in Norwegian.

The Contracting Authority has an option on additional purchase exceeding the specified financial and time-related framework. An hourly rate is requested for this. This hourly rate will not be the subject of allocation.

— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate no more than 6 months issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the inland revenue office in the municipality where the supplier has his registered office and by the tax officer in the corresponding county.

— An adequate economic and financial capacity to complete the delivery, where creditworthy with no requirement for collateral will be sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit assessment company or equivalent documentation to demonstrate that the requirement has been met.

Qualification requirements:
— The supplier must be able to prove at least three deliveries of relevance to this assignment in the last 3 years. Relevant deliveries means research and inquiry assignments within salary and wage determination issues.
— The supplier must have sufficient professional expertise and capacity to carry out the assignment.
Documentation requirement:
— Reference list of the supplier's deliveries during the last three years with relevance for this assignment, including the Contracting Authorities name and what role the supplier has had in the delivery, as well as any partners/sub-contractors.
— Description of the supplier's professional expertise and capacity.
