Background:
This contract is a part of the project “Route 3 Alvdal village and new Steien bridge.“ The base of the project is Steien bridge over Glomma. The bridge is part of RV 3 and must be replaced due to its condition. Because of the high speed that the traffic keeps through the village the contract also preforms local environmental measures on the RV 3. There is an ongoing preliminary contract for etablishment of temporary bridge and demolition of Steien bridge.
Brief description:
Roadreferance: Route 3, hp 14, km-marker 19,500-20,300.
The contract is to establish a new bridge and developing the RV 3 from having an impression of a main road to having an impression of a street. The contract is to take place from autumn 2014 to autumn 2016. Project is carried out in collaboration between Statens vegvesen (the Public Roads Administration), Alvdal municipality, Telenor and North Østerdal powercompany. Key challenges will be:
— Adaptation to cold conditions;
— Adaptation to water flow in Glomma;
— Maintenance of traffic mobility and safety at work, combined with strict quality requirements;
— Execution of trussed archbridge.
Bridges:
Existing pedestrian bridge is to be demolished and removed. The new bridge is to be named Steibrua and to be built as a trussed archbridge in one span with a length of 88.2 m. Its abutments is to be of concrete, its bridgedeck of lightweight concrete, and the trussed arches of laminated wood. The connectorrods is to be of hanging steel rods. During the construction the traffic uses the temporary bridge. The temporary bridge it to be dismantled, demolished and removed after the traffic is lead on to the new bridge.
Development of RV 3:
750 m of RV 3 through the village is to be developed from having an impression of a main road to having an impression of a street. Line of the road is to be corrected. It is to be carried out renewal of stormwater facilities, renewal of municipal water and sewer systems, and taking into account, less restructuring and extensive restructuring of Telenors and North Østerdal powercompanys cable network. It is to be established greenery and re-established farmland. By the Aukrustsenter it is to be established elliptical roundabout. It is to be built 500 m new county and municipal road.

Statens vegvesen Region øst (The Public Road Administration) would like offers from contractors with the scientific, technical and economic basis necessary for the fulfilment of the contract. Furthermore it is required experience in similar works. A more detailed description of the requirements in the tender instruction documents chapter B2 and basic provisions given in the tender instruction documents chapter C.

As in III.2.1). Tenderer or each participant in the joint venture must have positive equity. Changes in financial position since the last audited accounts shall be documented. The tenderer‘s average annual turnover should be at least as large as the annual sales contract will generate.

Security shall be in accordance with NS 8406 and tender documents chapter C2 section 12. Guarantees is to be provided in accordance with NS 8406.

Billing and payment by instalments according to NS 8406, the tender instruction documents chapter C2 section 19 and the tender instruction documents chapter C3 section 9. Advances may be requested in accordance with the tender instruction documents chapter A3 section 5. Encumbrance on not yet delivered materials from/ performed work at workshop and factory will not be paid until the builder has approved the contractors surety in accordance with the tender instruction documents chapter C3 section 10.
