Rotavirus vaccine for basic vaccination of infants in the Norwegian childhood vaccination programme

The Norwegian Institute of Public Health Institute is conducting an open tender for purchase of rotavirus vaccine as part of the basic vaccination of infants in the Norwegian childhood vaccination programme starting 1.9.2014.
The contract includes the delivery of rotavirus vaccine (ATC code: J07B H02) with an adequate number of doses required to Foley immunise an estimated 60,000 to 90,000 infants within the Norwegian childhood vaccination programme per calendar year.
The vaccine will be offered to infants.
The competition is carried out as an open competitive tender, a one step process where all interested suppliers may submit a tender. Negotiations are not allowed.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. The tenderer shall be a legally registered enterprise.
Documentation: Company registration certificate or registration certificates in registers as determined by legislation in the countries in which the supplier is established.
2. The supplier shall have an organisation and a quality- assurance system that is sufficient for the supplier to be able to deliver in a qualitative and timely manner.
Documentation:
— Description of the supplier organisation, company structure, ownership structure and business area.
— Description of the tenderer's procedures for quality assurance.
2. Tenderers must confirm that they will meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
Presentation of a SHE statement that the meets meets, or if awarded the contract will meet, legal requirements in Norway when it comes to health, safety and the environment.
Økonomisk og finansiell stilling:
4. The tenderer should have no arrears relating to the payment of taxes to the government.
Documentation:
— Certificate of paid tax and social security contributions from the municipal treasurer's office (Form RF-1244 should be used). The certificate must not be more than six months old calculated from the deadline for receipt of the application. Arrears must be justified.

5. The supplier must document having sufficient economical and financial capacity to complete the delivery.
The supplier's two last approved annual statements and auditor's reports.
Teknisk og faglig kapasitet:
6. The supplier must have procedures and systems that ensure a low environmental impact for its activities.
The documentation shall be given in one of the following ways:
— Description (max. two pages) of company policy, procedures and systems relating to the selection of raw materials and suppliers, chemical handling and minimisation or recycling of packaging.
— If the procedures are described in the company's quality or environmental management system according to ISO 14001 or equivalent 3rd party verified systems, the valid certificate, and a copy of relevant procedures, must be presented.
7. The supplier's delivery capacity for the offered vaccine or similar vaccine doses must be equal to at least 350,000 full immunisations per year.
Documentation:
— Report on the delivery volume over the last 3 years.
— Confirmation that the delivery volume equivalent to 350,000 full immunisations will be maintained during the contract period (including the option periods).
8. The supplier shall have made deliveries of tendered vaccine or similar vaccines in the EU/EEA of doses equivalent to 280,000 full immunisations per year every year for the last 3 years.
Information on deliveries of [the] tendered vaccine or similar vaccines in the EU / EEA stating the year of delivery, scope and receivers.
9. the tendered vaccine must be produced by a manufacturer holding authorisation from the relevant authorities in the EU/EEA to manufacture drugs.
Copy of valid manufacturing authorisation showing the producer's name and country of production.
10. If the tenderer does not manufacture the vaccine itself, the tenderer must have the necessary authorisation from the relevant authorities in the EU/EEA to trade in pharmaceuticals.
Documentation: Copy of valid trading license.
11. If the vaccine will be imported, the importer must present a Certificate of Authority to Import that covers the tendered vaccine.
Documentation: Copy of valid Certificate of Authority to Import.
12. The supplier must be a member of the Norwegian Association of Pharmaceutical Manufacturers
Documentation: Confirmation of membership.
