Review of the government's purchase of regional flight paths in North Norway from the 1.4.2017

The Norwegian Ministry of Transport and Communication aims to secure a sound and efficient flight path network throughout the country. To achieve this goal, the ministry purchases flight path services when the market alone does not provide an adequate network.
The ministry wants an independent assessment of the route network in North Norway. The consultant shall assess the current route network and recommend how the route network should be in North Norway from the 1.4.2017. The intention is that it should provide the ministry with a better basis for determining which traffic the government should buy.
The consultant shall assess the following:
— current conditions for flight paths,
— recommendation of which flight paths the government should purchase and which requirements should apply to these,
— expected cost to the government,
— which criteria should apply in order for the government to purchase flight paths,
— if the flight paths the government purchases today are viable without government purchase,
—traffic prognosis for the period of 2017 - 2022,
— if the purchase of helicopter transport can replace plane transport between Røst and Bodø, and which consequences this will eventually have,
— recommendation for actions to improve the contest for flight paths,
— if other awarding criteria than lowest price can give better results.
The consultant is not limited to these assessment points, but can also freely assess other relevant conditions and make informed decisions.

The consultant shall submit a draft final report to the Contracting Authority within the 16.4.2015.

Qualification requirement:

— Paid taxes and duties

— Fulfilment of statutory requirements concerning health, safety and the environment.

Documentation requirement:

— Tax certificate and VAT certificate not older than 6 months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the supplier has his head office and by the tax officer in the corresponding county.

— HSE self-declaration.

Qualification requirement:

— Adequate economic and financial capacity to carry out the delivery where, amongst other things, creditworthy with no requirements for guarantees is sufficient.

Documentation requirement:

— A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirement:

— At least 2 relevant deliveries during the last three years with relevance for this contract. Here, relevant assignments' means assignment's where scheduling of passenger transport suitable to the need/demand, accounts for a significant part of the assignment.

— Sufficient capacity to implement the assignment

Documentation requirement:

— Reference list of all of the supplier's deliveries in the last 2 years with relevance to this assignment, stating the name of the contracting authority, value of the contract and references. What has been provided and the function the supplier had in the assignment must be stated.

— Description of the supplier's capacity, i.e. by stating the existing manpower and any collaborating partners connected to the actual delivery.
