Review of regional consequences of any changes to the airport structure in Helgeland

The Ministry of Transport would like to carry out an external review of the regional consequences of any change to the airport structure in Helgeland.
Even though there will not be a full planning process in accordance with the government quality assurance regime, the Ministry of Transport deems it necessary to ensure a thorough assessment of the consequences of any changes to the airport structure in Helgeland. The Ministry would therefore like to carry out an external review of the regional consequences parallel to Avinor's planning work.
The review will make up an important part of the decision basis for the later structure assessments connected to a possible extension to the new airport at Mo i Rana.
The review shall look at the extension of a possible new regional airport, i.e. an airport that is served by planes that currently operate on the main routes. The Ministry of Transport would like, with this as a starting point, to carry out a socio-economic analysis that includes a broader assessment of the regional effects. The alternatives that shall be assessed are:
1. Continuation of the current airport structure (the zero alternative)
2. Construction of a new airport at Mo i Rana, to replace the existing airport, without other structural changes.
3. Construction of a new airport at Mo i Rana, to replace the existing airport, as well as the closure of Mosjøen airport, Kjærstad.

Requirements
The service provider must be a legally established company.
Documentation requirement
— Norwegian companies: Company Registration Certificate
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the service provider is established.
The service provider shall have his tax and VAT payments in order.
Tax certificate and VAT certificate not older than six months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT.
Foreign service providers must provide certificates from equivalent authorities to the Norwegian authorities.
Service providers shall have a functioning HSE system and fulfil legal requirements within health, environment and safety.
HMS self-declaration, not older than 6 months.

Documentation requirement
Credit rating from a certified credit rating company, not older than six months, based on the last known accounting figures, or other documentation that the requirement is fulfilled.

Requirements
Service providers shall have competence and experience from at least 2 relevant assignments in the last 3 years, cf. annex 1 of the contract.
The service provider shall have sufficient implementation ability and capacity.
Documentation requirement
Description of at least 2 of the service provider's most relevant contracts in the course of the last 3 years. The list must include a statement of the assignment's value, date and recipient (name, telephone number and e-mail address). References will be contacted if needed to clarify relevance of the assignment. However, it is the service provider's responsibility to provide a description documenting relevance.
