The Ministry of Transport would like to carry out an external review of the regional consequences of any change to the airport structure in Helgeland. Even though there will not be a full planning process in accordance with the government quality assurance regime, the Ministry of Transport deems it necessary to ensure a thorough assessment of the consequences of any changes to the airport structure in Helgeland. The Ministry would therefore like to carry out an external review of the regional consequences parallel to Avinor's planning work. The review will make up an important part of the decision basis for the later structure assessments connected to a possible extension to the new airport at Mo i Rana. The review shall look at the extension of a possible new regional airport, i.e. an airport that is served by planes that currently operate on the main routes. The Ministry of Transport would like, with this as a starting point, to carry out a socio-economic analysis that includes a broader assessment of the regional effects. The alternatives that shall be assessed are: 1. Continuation of the current airport structure (the zero alternative) 2. Construction of a new airport at Mo i Rana, to replace the existing airport, without other structural changes. 3. Construction of a new airport at Mo i Rana, to replace the existing airport, as well as the closure of Mosjøen airport, Kjærstad.
