Nordhordland Utviklingsselskap IKS would like to join up with competence in project management for the entire process from start to completed building. The project management shall manage the project and all the accompanying processes as regards time, finances, quality, and the procurement of all the necessary services for completing the project.
The project will be carried out as a turnkey contract.
The current project status is:
— a site for the development has been chosen;
— the review project with an impact assessment, interested parties analysis and an assessment of various solutions and models for joint location have been carried out;
— tentative tenants are identified and a dialogue has been established;
— a tentative area need has been obtained;
— a sketch for the project organisation has been prepared.
The total length of the project is estimated to 4 years, with estimated completion in 2018.

Nordhordland Utviklingsselskap IKS would like to engage project management with a project manager who shall see to the implementation of the project up until the turnkey building is ready for use.— The project management is expected to last for 4 years.— The project management shall, on behalf of the builders and within the fixed authorisations, ensure that the project is carried out at the right time within the agreed financial limits and with the correct quality.— The project management has a general responsibility for ensuring compliance with the public procurement regulations throughout the entire process.— The project management has a general responsibility for ensuring that the regulation process is in accordance with progress and finances.— The project management has a general responsibility for contracting an engineering design group, engineering design manager, construction management organisation and contractors.— The project management shall prepare a complete main progress plan for the entire process.— The project management shall keep project accounts continuously for all the contracts that have been signed in total for the builder. The tenderer must be a legally established company.

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

The tenderer shall have his tax and VAT payments in order.

— Certificate for paid VAT.

— A certificate for tax and a certificate for paid fees issued either by the local tax office or the tax collection office where the tenderer has their headquarters. — Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.

The tenderer shall have and document a functioning HSE system.

— HSE self-declaration stating that the service provider fulfils, or will fulfil upon award of contract, legal requirements in Norway within health, environment and safety.

Økonomisk og finansiell stilling:

Credit evaluation/rating, not older than six months, and which is based on the last known accounting figures. A rating shall be carried out by an officially certified credit rating institution. The rating must be at least A or better, measured against the AAA Soliditet's scale - or equivalent score from another reputable rating company.

If the tenderer's credit rating is not sufficient, for example a newly started company with a credit rating of AN, can still compensate for this by supplying adequate unconditional guarantees from banks and/or parent company with adequate credit rating. Any such alternative documentation shall follow as a part of the tender offer.

— The tenderer's annual accounts or extracts thereof for the last 3 years.

— Statement of the company's turnover for the last three years, which are relevant to this contract
