Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
3.1.1. Qualification requirements:
— The tenderer shall be a legally established enterprise.
— The tenderer shall have no arrears concerning taxes or duties.
— The tenderer shall have a health, safety and environment system.
3.1.2. Documentation requirements:
— Company Registration Certificate.
— Tax certificates for VAT and tax.
— HSE declaration in accordance with the Public Procurement Regulations.
Certificates and declarations must no more than six months old upon expiry of the Tender deadline.
Økonomisk og finansiell stilling:
3.2.1 Qualification requirement.
— Requirement for financial capacity to complete the Tender that gives the Client certainty of a robust and secure delivery during the Contract period.
3.2.2. Documentation requirement.
— A credit rating better than or equal to a Dun & Bradstreet rating A or equivalent.
In cases where the tenderer is reliant on subcontractors or business partners for the completion of the Contract work, such contractors/business partners shall be specified and corresponding documentation for such contractors or business partners shall be enclosed with the Tender, together with a declaration of commitment that the tenderer has the resources of such subcontractors or business partners at his disposal.

Teknisk og faglig kapasitet:
3.3.1 Qualification requirements
— The tenderer shall possess the organisation, plant and equipment and adequate personnel resources necessary to execute the assignment as described in the Tender documentation. All contact persons and all personnel in contact with the Client shall at least be able to communicate in English, but should preferably be competent in a Nordic language.

3.3.2 Documentation requirement
— The tenderer shall submit a schedule in the form of an appendix to the Tender. This schedule shall give information on milestones e.g.
When production of the chassis will commence;
When production of the vehicle body will commence;
When production of the chassis will be complete;
When production of the vehicle body will be complete;
When the chassis will arrive at the manufacturer of the vehicle body;
When fitting of the vehicle body will commence;
When fitting of the vehicle body will be complete;
When the vehicle and its body will arrive with the supplier in Norway.
Information regarding progress in connection with the specified milestones and any deviations from the schedule shall be reported to the Client without undue delay.
— The tenderer shall provide a complete description of the overall organisation (current and planned), including an organisation chart and job descriptions concerning responsibility, authority and collaboration.
— The skills of any key personnel already affiliated to the tenderer. A description of the skills required for any planned future personnel performing key tasks.
— A description of any subcontractors and the skills, plant and equipment capacity, responsibility and assignments that they will possess.
The tenderer must have a functioning quality and environmental control system prior to awarding of the Contract.
Documented by:
— A description of the enterprise's quality and environmental control system, and where appropriate how the tenderer will ensure that the company will have a functioning environmental control system as described prior to awarding of the Contract.
In cases where the tenderer does not possess the resources described within his own enterprise, documentation of any corresponding resources with subcontractors or business partners shall be enclosed with the Tender, together with a declaration of commitment that the tenderer has these resources at his disposal.
