Quality assurance of organising of the election work

The introduction of the election administration system EVA has resulted in the department receiving new assignments. The department owns, operates and develops EVA. This requires organisation, management and control of the IT work.
The purpose of the procurement is to gain assistance in establishing a solid and robust organisation for further work and management of the systems. This includes a review of work processes and IT systems that the Contracting Authority is responsible for, as well as to assist the Department Director in the implementation of measures and management of the IT work until autumn 2015.
The Contracting Authority wants to watch the organisation of the election work in general, with particular focus on how the IT work is organised and solved. The purpose is firstly to reduce potential vulnerability for carrying out the municipal council and county council election in 2015, as well as assess if the work can be organised in a more appropriate manner. The section is in a phase where the work changes from a project/implementation phase and into a more stable management phase, it is natural to carry out a review of work processes to ensure a robust and solid organisation for carrying out elections in the future.

The Contracting Authority reserves the right to option for any further purchase as required, in excess of both the given budget and time frame. It may be appropriate to assist until the election in 2017.

Mandatory requirements

Requirements:

The service provider shall have arranged conditions regarding payment of taxes and VAT.

The supplier shall comply with Norwegian statutory requirements for health, safety and the environment.

Documentation requirement:

1. Tax certificate, not older than 6 months

2. Value added tax certificate, not older than 6 months

A certificate for tax and a certificate for paid fees issued either by the local tax office or the tax collection office where the supplier's head office is located. See www.skatteetaten.no

Foreign suppliers must provide certificates from equivalent authorities to the Norwegian ones.

The supplier must be a legally established enterprise.

5. Annual Accounts including the Director's Report and the Auditor's Certificate for the last two or three years, credit rating not older than 6 months, or similar documentation.

The supplier's professional qualifications

Requirements:

The supplier shall have carried out at least 3 equivalent assignments during the last 3 years.

Equivalent assignments means:

— strategy and business development,

— advisory services related to management of IT systems (IT Governance),

— quality assurance and work processes.

The supplier must have sufficient execution ability and capacity to carry out the assignment and deliver products at the appointed time.

Documentation requirement:

Description of three previous assignments of relevance to this assignment, that the supplier has carried out during the last 3 years. The description should include specification of the assignment's value/scope, time and recipient. References will be contacted if needed to clarify relevance of the assignment. However, it is the supplier's responsibility to document relevance.

An account of the supplier's average work force, and description of how the supplier ensures it's execution ability.
