The Department of Knowledge and Education (abbreviated and referred to as KOU) has the sector responsibility for the schools and nursery schools in Oslo. The department is also buyer of school buildings and nursery schools. The paramount responsibility for the nursery school service (except buildings) is placed in the department's sector for children and education, while Oslo's districts own and operate the municipal nursery schools and approve and supervise nursery schools in the district, both municipal and private. The districts also implement admission to own nursery schools and coordinate admission with private nursery schools in the relevant area. The vision of the Contracting Authority is realisation of a Digital first choice for services to inhabitants and businesses. Digital first choice is in this context defined as electronic communication and interaction to be the primary channel for the dialogue between the municipality and inhabitants and businesses. KOU shall during autumn 2016, at the latest, implement a new self-served professional system for nursery schools in Oslo municipality in order to ensure the main admission starting March 2017.

Corresponding systems are defined as: automated application processes, including (but not restricted to) admission to nursery schools and educational institutions. Shall be documented by presenting a list of descriptions of the principal deliveries or provided services the previous 3 years, including information of values, dates and recipients.
