Oslo municipality, c/o the Department of Knowledge and Education, henceforth referred to as the Contracting Authority, invites to a tender competition with negotiations in two stages in connection with procurement of “future professional system for nursery schools”.
The Department of Knowledge and Education (abbreviated and referred to as KOU) has the sector responsibility for the schools and nursery schools in Oslo. The department is also buyer of school buildings and nursery schools.
The paramount responsibility for the nursery school service (except buildings) is placed in the department's sector for children and education, while Oslo's districts own and operate the municipal nursery schools and approve and supervise nursery schools in the district, both municipal and private. The districts also implement admission to own nursery schools and coordinate admission with private nursery schools in the relevant area.
The vision of the Contracting Authority is realisation of a Digital first choice for services to inhabitants and businesses. Digital first choice is in this context defined as electronic communication and interaction to be the primary channel for the dialogue between the municipality and inhabitants and businesses.
KOU shall during autumn 2016, at the latest, implement a new self-served professional system for nursery schools in Oslo municipality in order to ensure the main admission starting March 2017.

The professional system for nursery schools currently provides support for admissions and administration of nursery school places. The aim of the new professional system can be described from a user and society perspective and from a municipal administrative perspective. The requirement that a new professional system shall cover is divided into two:1. A user shall, when using a digital channel, quickly and easily be able to carry out and follow up the entire process from the application for a nursery school place to acceptance of an awarded place as well as future changes.2. Resource use for nursery school admissions and place administration shall be considerably reduced by using an available electronic decision basis and by more automated processes for case processing and archiving.The main groups of the professional system are:— Parents/guardians.— Admission case handlers (in 15 districts).— Nursery school employees (in municipal and private nursery schools).— Nursery school administration on various levels (districts, the Agency for Health, KOU).The procurement includes both development/adaptation of the professional system to Oslo municipality's requirements and operation of a professional system for Oslo municipality.See the attached qualification documents for further description of the objective and extent.

(1) The tenderer's previous 3 annual accounts, including notes, the directors' annual reports and audit reports, as well recent information of relevance to the tenderer's accounting figures.
Teknisk og faglig kapasitet:
(1) The service provider shall have experience with delivery of corresponding systems to other public clients. Corresponding systems are defined as: automated application processes, including (but not restricted to) admission to nursery schools and educational institutions. Shall be documented by presenting a list of descriptions of the principal deliveries or provided services the previous 3 years, including information of values, dates and recipients.

(2)The service provider shall have a confirmed quality assurance system and demonstrate how this is ensured to be complied with in the company. Shall be documented by presenting a brief description of the service provider's quality assurance system. As well as a short description of how compliance of the quality assurance system shall be safeguarded.
