Purchase of valuation, project management and consulting services for the introduction of property taxes in Nittedal municipality

Nittedal kommune

Nittedal has decided to introduce a property tax beginning in 2015, c.f. 6 June 1973 Act on Property Taxes to the Municipalities. A decision has been made to use the assessed value of homes in the valuation of residences cf. Property Tax Law §8A-3 (4).
The assignment will consist of project management for the implementation and facilitation of issues for consideration by an expert committee. The delivery includes assessment of all properties with the exception of the residential properties for which the municipality receives details from the Tax Administration and properties that are exempt from property tax. The contract also includes advising the municipality in connection with the introduction of property tax.
Deadline:
Assessment and issuance of property taxes must be performed before 1.3.2015. This deadline must be adhered to in order to levy property taxes for the assessed properties in 2015.
It is possible that this deadline could be postponed to 30.6.2015. This will be clarified by the Ministry of Finance, and the response is expected in early August. This information will be provided via Doffin as soon as the deadline is determined.

The service provider must be a legally established company.
- Norwegian companies: Company Registration Certificate.
Økonomisk og finansiell stilling:
The supplier shall have settled conditions regarding tax and VAT payments.
— Tax certificate (Tax certificate for tax issued by the tax collector/municipal cashier (form RF-1244)) which is no more than 6 months old.
— VAT Certificate (Certificate for paid VAT issued by the tax collection office (form RF-1244)) which is no more than 6 months old.
The service provider must have the financial capacity to carry out the assignment/contract.
— The last year's annual accounts including the board's annual report and the auditor's statement.
Teknisk og faglig kapasitet:
The contractor shall have good experience from equivalent contracts. The term "equivalent contracts" here means assessment commissions for property tax purposes.
Documentation: The service provider shall attach a list of the most important relevant deliveries during the last 3 years, hereunder information on the value, time and contracting authority.
Certificates issued or verified by the Contracting Authority must be attached.
The Contractor shall have good execution capability and capacity.
Documentation: A description of the service provider's technical personnel or technical units the service provider has at their disposition to fulfil the contract, regardless of whether they belong to the company or not.
The Contractor shall be independent and not in conflict of interest in the implementation of the mission (should not be disqualified).
Documentation: Report on whether the Contractor has, has had or is negotiating contracts for owners of properties of more than a minor nature. The Contractor shall also indicate whether there are other circumstances that are likely to create uncertainty about which interests will be emphasized at valuation.
