The client wishes to receive tenders for the purchase and installation of a radar system to monitor and provide real-time warning of avalanches along National Road Rv 15, layby 05 at km 2.500-2.890 Knutstugugrove in Lom municipality.The bid shall also include the installation of stop signals on both sides of the fall zone.The supply must be installed and operationally ready by 16.6.2014.
The supplier of the assignment must also provide a service agreement.This must apply from the time the installation is operationally ready, at the latest from 16.6.2014, until 15.6.2019 inclusive.
The action is part of an R&D project, which means that the solution is required to use an internet-based tool to save and retrieve data for use in research into avalanche monitoring and warning.
The purpose of the acquisition is to improve traffic safety on that section of road.
The client has an option to extend the service agreement by 3 years, applicable from 16.6.2019, until 15.6.2022 inclusive. The total possible agreement duration could therefore be 8 years.

Økonomisk og finansiell stilling:
Requirement for bidder's financial solvency.
Bidder shall have the financial solidity to execute the obligations of the contract.
The client will obtain a credit assessment of the bidder from the company Experian.This is for a Credit Rating,which will be used, and a minimum requirement in order to qualify is a minimum rating of 40 points.
Where the bidder is dependent on other suppliers in order to qualify, a declaration must be submitted with the bid of joint liability with regard to the client and third parties.

The supplier shall have the relevant expertise, and experience from similar contracts. The supplier shall also have experience of radar detection and real-time warning of avalanches.
