Purchase of Laundry services

Lier kommune

Lier kommune, hereafter known as the Contracting authority, invites to open tender competition in regard to hire wash of linen and washing of self owned personal cloth for activities in the care services. Wash of residents' cloth is not included in the competition.
Lier kommune currently operates the laundry of their own account, but the laundry is winding down washing of linen and personal clothing as the municipality shall purchase washing services to ensure professional quality and environmental processing of these cloth categories.

Laundry services will be procured for 7 agencies in the care sector of Lier kommune. The rehabilitation agencies, Nøstehagen Residential and Care Centre, Liertun Nursing Home and housing unit, Frogner Nursing Home, Bratromveien/Frogner shared housing, Øvre Lier home services and Ytre Lier home services. The municipality owns it's own personal cloth. The framework agreement shall cover the municipality need for services associated with hire wash of linen for 4 agencies, and washing of the municipality's own personal cloth for all the named agencies. Relevant cloth categories:
Linen: such as duvet covers, pillowcases, sheets, flat sheets, fitted sheets, bed slide sheets, bedspreads, blankets, night shirts/outfits, cloth sacks, underwear, kitchen cloths, tea towels, oven mitts/oven gloves, terry cloth towels, wash cloths, bibs, synthetic duvets and pillows and tablecloths/placemats in various sizes. There may occasionally be other types of cloth, for example sails for personal lifts, aids etc. The list is not exhaustive.
Personal cloth: Work attire for staff including nursing staff, doctors, kitchen, canteen and cook. All of the institutions own their own personal cloth.
Private cloth/resident cloth: All private cloth for the residents can be washed at 30, 40, 60 and 90 degrees C. This is only appropriate when resident cloth is accidentally sent to the supplier.
Lier kommune will purchase hire wash of linen, that means that the municipality wishes to hire cloth and purchase the washing of these. The municipality has until the 28.11.2015 a framework agreement for purchase of person cloth, whereby the municipality owns it's own personal cloth and wishes to purchase washing services for these. Wherein the framework agreement for purchase of personal cloth expires, the municipality will evaluate purchase of hire wash also for this cloth category. This is the reason that the framework agreement Lien kommune wishes to enter into is for the period from 5.5.2014 to and including 28.11.2015.
Lier kommune washes resident cloth of their own account.
Products to be washed are listed in the Price Lists, Attachment 3 — Wash of personal cloth and Attachment 4 — hire wash of linen.
In the circumstances that private cloth is accidentally sent to the laundry, it should be washed before it is returned. The competition comprises tablecloths, but not washing of other interior textiles, for example throw pillows. The contracting authority owns their own curtains, and shall purchase washing of these. Price is to be given per metre, see Attachment 3 — Wash of personal cloth.
The service comprises also transport and delivery to the contracting authority's centres of service. Tenderer must familiarise themselves with the delivery locations and times stipulated by this competition. The delivery addresses can be found in Attachment 2 — Information on the agencies, delivery addresses and contact persons.
Yearly volume and specification of hire wash of linen and wash of personal cloth is stated in the attached price list and is estimated from statistics and accounting figures for procurement of equivalent products for the same purchasing group from previous years, as well as future budget. The volume must therefore be considered an estimate and not binding.

The competition is for framework agreement in Lier kommune hereafter called the contracting authority.
The value of the procurement is estimated at: 3 500 000 NOK excluding VAT, including hire of linen. This is an estimate for 2 years.
If during the contractual period the contracting authority separates part of the operation to it's own legal entities (for example, such as, foundations etc.) they shall have the option to connect to the signed contract.
