Purchase of consultancy services for the revision of the Public Roads Administration (NPRA) Manual R762. Specification Code 2

The NPRA is working on a revision of the current Manual R762 - Specification Code 2, and the revision work is to be completed in 2014, with an option to extend until 28 February 2015. To supplement this project, the NPRA needs to recruit advisors with expertise in geotechnical structures such as sheet piling, anchors and slurry trench walls; wooden structures; and inspection, operation and bridge maintenance. The assignment is appropriately divided into three sub-assignments, and advice is sought in the following areas:
— Sub-assignment 1: Specification 83: Mainly sheet piling, anchors and slurry trench walls
— Sub-assignment 2: Specification 86: Sub-specification 86.1 Timber Structures
— Sub-assignment 3: Specification 88: Inspection, operations and bridge maintenance

Tax certificates.
The company's tax affairs shall be in order in relation to payment of tax and charges.
Tenderers shall enclose two certificates:
1. Certificate issued by the tax collector or municipal cashier (tax, preliminary tax, attachment of earnings and employer contributions).
2. Certificate from the tax office in the region concerned (VAT).
Norwegian companies: These certificates shall be as recent as possible and no more than six months old from the tender deadline. Both certificates shall be designated RF-1244 and be determined by the Directorate of Taxes.
Foreign companies: In the case of foreign suppliers, certificates shall be presented which document the fact that the tenderer has met it's obligations concerning the payment of tax and duties.
HSE self-declaration.
The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.
Tenderers shall enclose a completed and signed HSE self-declaration. (A template for the statement can be found at: http://www.lovdata.no/for/sf/fa/ta-20060407-0402-035.html).
The statement shall be signed by the general manager and a representative of the employees.
Teknisk og faglig kapasitet:
The Contractor shall have sufficient capacity and capability. For example, here we emphasise that that the Contractor shall have a fall-back if the crew cannot keep working.
— A statement of the Contractor's average workforce and the number of employees during the last three years.
— In addition, review how the crew is replaced and the replacement solutions provider has in such cases.
