Purchase, installation and commissioning of an inspection pit, brake tests and wear tests at the Bergsøya and Verdal control stations

The contracting authority calls for tenders for the complete delivery, installation and commissioning of inspection pits with brake tests and wear tests to be used for technical inspection of heavy vehicles at Bergsøya and Verdal control stations.
The purpose of the procurement is to equip these two stations with equipment that ensures the possibility for conducting full-fledged, technical external inspection of heavy vehicles (roadside inspection) cf. current guidelines.
It is assumed that both brake tests and wear tests will be be performed identically at both stations.
The equipment shall be supplied assembled, calibrated and ready to use with all the necessary fittings to conduct brake tests and wear tests cf. Norwegian authorities' requirements until 1.2.2015.

Beskrivelse av opsjoner:

Options:

— Completely delivered and installed, electrically powered, integrated sliding cover for the inspection pit when not in use. The cover must withstand a load of at least 15 tons axle load and at least 40 ton flat load. The cover must have a non-slip surface and must be operated in a safe manner.

— Completely delivered and installed outdoor enclosure for brake tests with analogue display of braking forces on two independent clock scales for display of right and left side. Graphics display capacity. All values must be clearly legible from a distance at least 20 meters. Price per brake tests.

— Supply, installation and commissioning of up to 2 complete brake tests of the same type as the main delivery. The options are limited geographically to control stations or traffic stations in the Norwegian Public Roads Administration's Central Region, with a notice period on the option within 24 months from the contract date.

The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment. The tenderer shall submit a completed and signed HSE declaration (see updated declaration at: http://www.lovdata.no/for/sf/fa/ta-20060407-0402-035.html).

The statement shall be signed by the general manager and a representative of the employees.

Where the tenderer is dependent on other suppliers in order to qualify, a declaration of joint and several liability to the Contracting Authority and third parties must be submitted with the tender.

Furthermore, each individual participating company in the working partnership must provide information on their company as is required in the tender documentation. Working partnerships will be assessed collectively for all eligibility requirements except HSE. Each participant will be individually assessed for HSE.

Where the supplier is dependent on a sub supplier in order to be qualified, the supplier must document for the Contracting Authority that the supplier will have authority over the necessary resources.

This can be documented by the supplier presenting a mutual declaration of obligation or equivalent.

Økonomisk og finansiell stilling:

Tenderers shall enclose two certificates:

1. Certificate issued by the tax collector or chief municipal treasurer (tax, advance tax deduction, attachment of earnings and payroll tax).

2. Certificate from the tax office in the region concerned (VAT).

Norwegian companies: These certificates shall be as recent as possible and no more than six months old from the tender deadline. Both certificates shall be designated RF-1244 and be determined by the Directorate of Taxes.

Foreign companies: In the case of foreign suppliers, certificates shall be presented which document the fact that the tenderer has met it's obligations concerning the payment of tax and duties.

The annual statements for the last three years attached to the offer.

The Contracting Authority reserves the right to obtain your credit appraisal from an officially approved credit rating institution.

The company's tax affairs shall be in order in relation to payment of tax and charges.

Tenderers shall have the financial capacity to fulfil the contract.

Teknisk og faglig kapasitet:

A list of the most important relevant deliveries and services performed during the past 3 years, including information about the value, time, as well as the name of the public or private recipients. A minimum of 3 (maximum 5) reference assignments must be described.

1. The supplier shall have expertise and experience with contracts of the same nature and complexity/difficulty.
