Provision of WAN and internet access

The Directorate of the Environment would like to enter into a contract with a service provider for the provision of WAN and internet access to the Directorate of the Environment's departments in Trondheim and Oslo.
The Directorate of the Environment would like a WAN connection in redundant ring with two physically separate and independent infrastructure routes at each office location. The WAN connection shall be provided with QinQ functionality for routing the VLAN. The office location in Oslo shall be configured with 2 redundant switches in a stack with separate infrastructure routes.
The Directorate of the Environment would like 200 Mb (minimum) internet access terminated in Trondheim, which will be external access for both office locations.
The Directorate of the Environment would like a uniform series of ipv4 addresses with 100 addresses. Option for an expansion of 50 ipv4 addresses in the same series.
The Directorate of the Environment would like the IPTV terminated in Trondheim with an option for distribution over the WAN connection to the office location in Oslo. Up to 6 decoders are wanted.

Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. A rating shall be carried out by an officially approved credit rating institution.
Teknisk og faglig kapasitet:
The service provider shall have experience from similar contracts.
Documentation: Enclose an overview with a minimum of three relevant contracts. Relevant contracts means equivalent or larger contracts than that specified in annex 1, specifications. The list must include a statement of the assignment's value, date and recipient (name, telephone number and e-mail address).

Documentation: A description of the service provider's practice as regards logistics and implementation of equivalent contracts.
A good and well-functioning quality assurance system is required for the services that will be provided.
