Provision of bus services to resolve discrepancies

Flytoget AS

Flytoget AS invite tenderers to a competition for the provision of bus services when all or parts of Flytoget's traffic (the Airport Express Train) on the stretch from Drammen to Oslo Airport Gardermoen is cancelled.
Flytoget shall, via this procurement, ensure the provision of efficient high quality bus transport in the event of discrepancies. The procurement covers all replacement transport by bus for the airport express train.
The contract will be valid from 1.2.2015 to 31.12.2016, with an option for an extension after a unilateral demand from Flytoget for 1 year at a time for up to 2 years.
The overview of planned deviations for 2015 is in the Assignment Description. This shows nine periods when buses shall run for airport express trains on parts of Flytoget's route. In addition the assignment includes turn-outs at short notice 24 hours a day to run buses for airport express trains in the event of non-planned descrepancies on the stretch. So far in 2014, there have been 29 assignments for such discrepancies. See the Assignment Description for further details on the assignment.
Flytoget shall be a priortised customer at the service provider. The bus capacity shall primarily be allocated to Flytoget.

K 01 Tax certificate — Requirement: Tenderers must have submitted their tax assessments and paid tax and payroll tax. Documented by: Tax certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, tax certificates must also be provided for them.

K 02 VAT certificate — Requirement: Tenderers must have submitted their VAT statements and paid VAT. Documented by: VAT certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, tax certificates for VAT must be provided for them as well.

K 03 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documented by: Company Registration Certificate or equivalent from the applicant's home country.

K 04 HSE self-declaration — Requirement: The tenderer shall vouch for the company working systematically to comply with the health, environment and safety legislation and that they comply with the internal control regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the Contracting Authority has the right to review and verify the company's system for safeguarding of health, environment and safety. K 05 Self-declaration on wage and work terms — Requirement: The service provider shall comply with the current laws and rules for wage and work terms. Documentation: A filled in and signed self-declaration is to be enclosed with the tender.

Teknisk og faglig kapasitet:

K 06 Capacity — Requirement: Tenderers shall have the capacity to carry out the assignment. Documentation: Tenderers shall document the capacity to fulfil the assignment, describe the company and organisation, including: — Organisation chart, with a statement of the number of employees per category — Number of buses, with information on Euro class and condition — Number of drivers, with a statement of number of years employed (length of service) — Stationing places. Equivalent information and documentation shall be available for any sub suppliers.

K 07 Quality assurance system — Requirement: Tenderers shall have a quality assurance system (in accordance with ISO 9001 or similar), which is related to the delivery. The system shall be known and incorporated in all sections of the organisation. Documentation: A copy of an ISO 9001 certificate or equivalent.

K 08 Experience — Requirement: Experience is required from other equivalent demanding and comprehensive transport assignments. Documentation: Tenderers shall provide information on reference assignments and a contact person at the reference. The reference list can be limited to information on three reference assignments.
