Project for Expansion of Bekkelaget sewage treatment plants (UBRA)

The Bekkelaget treatment plant will be expanded from the current capacity of 290 000 population equivalents (PE) to approximately 490 000 pe. The extension will be built in the mountains north and south of the existing mountain facility.
The extension includes:
— 6 new caverns
— Caverns for technical installations (digesters, sludge treatment, fat receptions)
— Access and transport tunnels
— Sludge pools and processing plant
— Technical installations such as ventilation, electricity and control regulation and monitoring
— Expansion of the administration building outdoors, and adaptations of outdoor installations.
The extension is estimated to cost NOK 2,7 billion. The first contracts for blasting have been announced, and construction start is expected in August 2014.
This invitation applies to the procurement of project management and administrative support facilities.
Management at the Water and Sewerage Authority has agreed to purchase the functions that are currently missing in order to have a complete project organisation to properly carry out the extension. This procurement includes but is not limited to:
— Project Director
— Project Manager: buildings and construction
— Project Manager: technical installations
— Design Manager
— Quality Assurance Manager
— SHE-Coordinator
— Technical construction-site personnel

Teknisk og faglig kapasitet:
— The company should have 'Project Management' as a defined professional area. Documentation requirements: Written documentation or confirmation signed by the CEO.
— The firm must have resources that include engineering/civil- engineering education in the field 'Building and Installations' with at least 5–10 years of relevant experience as a project manager in the field of 'Building and Installations' and from major construction projects in mountain and tunnel work. Documentation requirements: Name list indicating age, education, years of experience as a project manager in the specified field (fields such as: mountains, roads, buildings, water and sewage installations). Do not attach resumes for each person.

— Experience is required in the implementation of major construction projects. Experience in water and wastewater systems will be preferred over otherwise equivalent experience. Documentation requirements: Reference list of the most relevant projects that the firm has implemented.
