Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1 HSE-declaration.
There should be an HSE declaration with the offer for tender, cf.DPP § 8-8 (1), ce.§ 17-15 (1).
2 Tax Certificates.
With the offer for tender there should be tax certificates for VAT and tax, not older than 6 months.Cf.DPP § 8-7, ce.§ 17-14.
3 Working partnership: declaration of joint liability.
If the tenderer is a working partnership, attached to the tender there must be a declaration of joint liability to the General Contractor and third parties.
Økonomisk og finansiell stilling:
Equity. Solvency.
It is a requirement that the provider's equity is positive.If the tenderer is a working partnership, the requirement applies for each participant.
Documentation requirements:
Documentation of equity is to be provided with the offer for tender. Cf. Chapter. E2, point 4.3.1, form E2-4.3.1.
Documentation of any significant changes to the provider's equity and solvency compared to the last accounts audit must accompany the offer of tender.
Teknisk og faglig kapasitet:
Experience.
Providers who are newly established companies who cannot submit references, must be particularly careful to demonstrate that they have the ability to carry out the contract.The provider shall report their company formation and employee expertise.Planned organisation for the assignment and CV s for key personnel in the project organisation are extremely important.This also applies for companies that merge or are acquired by another company during the offering process.

Experience from equivalent assignments.Reference projects.
The tenderer shall have experience from work of the same nature and degree of difficulty.
Documentation requirements:
Information on such will be sent with the offer. Cf. Chapter. E2, point 4.1.1, form E2-4.1.1.
General contractors' experience. Reference projects.
NPRA and other general contractors' experiences with the provider will be evaluated.
The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.
Conditions which will be evaluated are related to amongstother things:
— documentation of completed quality;
— fulfilment of contracts;
— compliance with provisions and procedures for HSE;
— compliance with provisions for wages and working conditions;
— observance of deadlines;
— follow up during the warranty/claims period.
Information about contracts the provider has had in the last few years, with names of references at the awarding authority, shall accompany the offer. Cf. Chapter. E2, point 4.1.2, form E2-4.1.2.
Any assessment forms from previously completed contracts can also be included in the basis for the evaluation.
Capability.
There will be an overall assessment for the requirements imposed under this criteria feasibility.
Competence of key personnel.
Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment.This particularly applies to blasting work in the vicinity of the current E16.Because of this, requirements are being imposed regarding the competence of the project manager/site manager and blasting manager.These must document their experience from equivalent blasting work.

Kontraktutførelse

Andre særlige vilkår:
It is a general requirement that the tenderer is qualified to carry out the work offered. The tenderer must have the necessary expertise and experience, technically, professionally, in organisational terms and administratively.
Information on the provider shall be given on the response form in section E2. It is important for assessment that the information and documentation is correct and complete.
If the tenderer is a working partnership, attached to the tender there must be a declaration of joint liability to the General Contractor and third parties, cf. point3 below. Furthermore, each individual partaking company in the working partnership must provide information on their company as is required in the tender documents.Working partnerships will be assessed collectively for all eligibility requirements except HSE and own equity. Each participant will be individually evaluated for HSE and equity.
