Frogn municipality has decided to extend Ullerud Health Centre. The works consist of a new building with four levels with parking in the basement and a withdrawn technical fifth floor, as well as a new central kitchen and day centre in the existing health centre. 108 new nursing home places are designed in the new building.
A culvert shall be established between the health centre and the residential community, as well as a footpath along Ullerud pond and a bridge over the outlet of Ullerud pond. Moving some existing energy wells and establishing new ones is also included. New network station for electrical energy including new intake cables, adaptations/alterations to existing cables is included and alterations to various existing water and sewage pipelines. The demolition of 2 existing wooden buildings on the site is also included in the turnkey contract. See the attached outdoor area plan.
The site has cadastral and site no.: G.no: 69, B.no: 420, address Ullerudveien 28.
The competition will allow construction in two alternative execution models. Tenderers can either submit a tender for the steel/concrete alternative, the solid wood alternative, or for both alternatives.

The contract has 5 options:

A. Self-closing doors for the residents' rooms.

B. Options for outdoor installations.

C. Internal walls part B, frames in an optional powder coated colour.

D. Floor mounted toilets instead of raising/lowering toilets in residents' rooms.

E. Deduction for the described computer room U1-A016 to a storeroom.

The contract includes three transporters:

A. BREEAM AP-coordinator

B. Welfare technology. Delivery, assembly, commissioning and guarantee period for equipment.

C. External and internal guiding signs for the public.

Tenderers shall be legally registered:

Norwegian companies: Company registration certificate;

Foreign companies: Certificate of registration in a trade register as mandated in the law in the country where the contractor is established.

The documentation must, at a minimum, state:

a. the company's name and registration number;

b. the company's business address;

c. who can act on the company's behalf/bind the company;

the company;

Tenderers shall fulfil their obligations in relation to the payment of tax and VAT.

Any arrears may lead to rejection:

Norwegian companies: VAT certificate not older than 6 months from the tender deadline (issued by the tax collector in the tenderer's home county). Form number RF-1316.

Foreign companies: Certificate that confirms that the contractor has fulfilled his obligations in accordance with the legal provisions in the country where the contractor is established.

Norwegian companies: Tax certificate not older than 6 months from the tender deadline (issued by the Chief Municipal Treasurer where the tenderer has its headquarters). Form number RF-1316.

Foreign companies: Certificate that confirms that the contractor has fulfilled his obligations in accordance with the legal provisions in the country where the contractor is established. Only Norwegian crowns will be used and all invoicing shall be in accordance with Norwegian rules for tax and VAT.

Tenderers shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE):

Filled in and signed HSE self-declaration. Annex A8.

Økonomisk og finansiell stilling:

Tenderers shall have the financial solidity to fulfil the contract and provide the necessary security in accordance with NS8407 point 7.2.:

The company's annual accounts including the notes with the board's and auditor's reports for 2012 and 2013.

A credit rating report, more recent than 6 months, shall be enclosed.

Pre-commitment from a credit institution for security of equal value to 10 % of the tender sum (annex A1) including VAT.

Teknisk og faglig kapasitet:

1. Tenderers shall have experience from equivalent contracts. At least 1 reference project is required in the last 5 years in which the tenderer has designed and constructed a health centre (hospital, nursing home, residential community with 24 hour manned welfare services etc.) with a contract value of more than 75 000 000 NOK excluding VAT:

1. The tenderer's relevant reference projects in the last 5 years with a contract value of more than 75 000 000 NOK excluding VAT are to be listed with information on the project's name, the nature of the work, the contract's value as well as the reference's contact person, telephone number and e-mail address.

Only projects that are relevant and that fulfil the requirements in column A shall be listed.

2) Tenderers shall have systems for quality assurance:

The documentation shall be provided in 1 of the following ways:

1. Description of the company's routines for quality management, with emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement.

2. If the contractor has an ISO 9001:2000 certificate, it shall be enclosed.

3) Tenderers shall have qualifications within development class 3 in the Planning and Building Act for general responsibility for engineering design services and execution:

Valid proof of central certification for the relevant professions, alternatively documentation that substantiates that local certification will be achieved for the relevant disciplines.

4) The offered organisation and personnel shall have satisfactory competence and the ability to fulfil the contract.

1. Total overview of the contractor's manpower.

2. Overview of offered personnel in the different key positions for this assignment. Key personnel means project manager, site managers, engineering design manager, person in charge of the engineering design services within all disciplines, ITB-manager and internal BREEAM coordinator.

3. CVs for the offered project manager, site managers, engineering design manager, person in charge of the engineering design services within all disciplines, ITB-manager and the internal BREEAM coordinator. The CVs shall include information on experience, age, education, language capabilities, relevant reference assignments and what role the person in question had in these assignments. Contractors shall be the main company and relevant competence must be stated on the CV for the person who shall see to this follow-up.
