Consultancy group user equipment (RG).
The Ministry of Education and Research has given Statsbygg the task of designing and procuring user equipment for the co-localisation of the Norwegian Veterinary Institute and the University of Life Sciences (NMBU) at Ås - the Co-localisation Project (SLP). The assignment also includes user equipment for the Animal Production Experimental Centre (SHF)
Campus Ås user equipment is a large and complex user equipment project that spans traditional office equipment to equipment connected to keeping animals, advanced technical medical equipment, clinic equipment and technical laboratory equipment. The new buildings for SLP make up approx 63,100 m² and SHF has approx. 11,700 m² gross, a total of approx. 2000 rooms. The value of the equipment is estimated to approx. 1 billion NOK including VAT.
There are approx. 1500 unique articles that shall be described. The equipment that can be transferred from the current institutions shall be mapped, a contract shall be prepared for the remaining equipment. The broad spectrum of equipment requires expertise within a number of specialist fields.
The users have played and still play a central role in both mapping/condition evaluation of existing equipment and working out specifications for new procurements.
This competition is mainly about assisting Statsbygg as a consultant group for mapping, designing and procuring user equipment for SLP and, to a lessor degree, equipment for SHF. The contract is divided into different phases, assistance is wanted at first for the detailed phase. The other phases of the project are to be priced as options. See point 2.7 in the tender invitation for the possible take-up of them.

Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: The tenderer is required to have a legally established business.

Documentation requirement: Company registration certificate - foreign companies are required to enclose equivalent certificates as mandated in the law in the country where the company is registered (from all the companies that have joint and several liability in the consultancy group.)

Tax certificates: Two tax and fee certificates shall be submitted:

— Tax certificate (tax, advance tax deductions, attachment of earnings, payroll tax);

— VAT certificate.

The tax certificate and VAT can be ordered at one place. Tenderers can either apply to their local tax collection office or tax office. The certificates should not be older than 6 months calculated from the tender deadline. Tenderers with a registered office in another EEA country than Norway must submit equivalent certificates in accordance with procurement regulations §§ 10.11(3) and 20-12(3).

HSE declaration: All tenderers must submit an HSE declaration by the tender deadline. The declaration shall be in accordance with the attached form in the tendering documents.

Økonomisk og finansiell stilling:

Qualification requirement: Sufficient financial capacity and the ability to fulfil the contract is required.

Documentation requirement:

1. Key figures from the company's (all the companies that have joint and several liability in the consultancy group) last three available accounting years (max 1 A4 page per year/company) with the accompanying auditor's report.

2. Statsbygg reserves the right to carry out a credit check of all the tenderers.

Teknisk og faglig kapasitet:

Qualification requirement: At least two of the persons in the group must have good competence in public procurements above the threshold.

Documentation:

1. Work experience as a public buyer.

— Buyer and type of cases;

— Employment period and written reference;

— The offered person's role and assignments in connection with this procurement.

and/or

2. Three reference projects for public contracting authorities.

A maximum one A4 page should be used for each reference project reporting the following:

— The contracting authority and description of the type of project.

— Date of execution (start and finish) and a reference person (can be contacted).

— The company's own contract sum excluding VAT.

— The offered person's role and assignments in the project.

Qualification requirement: For GK (person):

1. Very good experience is required from the management of consultants/consultant groups and multidisciplinary coordination of projects with a transferable value.

2. Very good experience is required from projects with a transferable value for the interface between the construction project and the user equipment.

3. Understand Norwegian fluently, both written and oral.

Documentation requirement: Completed CV template for GK.

Reference contracts, max. 5 projects, the chosen reference projects must together highlight qualification criteria 1 and 2.

A maximum one A4 page (use the template) should be used for each reference project reporting the following:

1. The contracting authority and project description.

2. The project's size and contract cost excluding VAT.

3. The company's own contract sum excluding VAT.

4. Date of execution and reference person (can be contacted).

5. Account of how multidisciplinary coordination were carried out (for criterium 1).

6. Account of how the interface with taken care of (for criterium 2).

Special contract requirements:

The project will be carried out with dRofus. The consultancy group will be obliged to participate in Statsbygg's basic training in the software.

One of the project's final products is a complete IFC-file with user equipment that corresponds with BIM for the SLP construction project. The consultancy group is obliged to connect equipment from dRofus into BIM, cf. the Joint -YT. The consultancy group is obliged to contribute to Statsbygg's interface clarification between the construction project and the user equipment project.

The project's execution and progress plan shall be planned in accordance with Lean. The consultancy group is obliged to participate in Statsbygg's organisation and execution of the Lean process.
