Procurement of software and services for ICT portfolio management

The contracting authority would like tenders for the delivery of a system for ICT portfolio management with services. This includes a standard tool for portfolio management, implementation at the contracting authority and training the contracting authority's personnel. The tender shall include licence costs for using the system, and access to support and error recovery, as well as access to new versions.
The aim of the contract is to procure, implement and take into a use a standard system for portfolio management..
A standard system means a commercially available product with in-built functionality that covers the requirements that the Norwegian Public Roads Administration has, without the system having to be adapted beyond the in-built functions for configuration that the system offers.
The service shall start immediately after the contract has signed.
The contracting authority has an option to extend th contract with one or several deliveries as described in SSA-K, annex 1, table F - Requirements for changes beyond the existing system.

Suppliers shall enclose a list of the most important relevant deliveries and services performed during the past 3 years, including information about the value, time, and the name of the public or private recipients. A minimum of 3 reference contracts should be accounted for.

— A statement of the supplier's average workforce and the number of employees in the administrative management in the last three years (can be the same document as the expertise matrix) shall be enclosed with the tender.
— An account of how the supplier will ensure sufficient capacity for the announced contract. Among other things, a staffing plan should be submitted for the assignment, showing the number of employees, hired persons, etc.
