Procurement of project management and project assistance — ByggNett and ByggLett

Direktoratet for byggkvalitet

The Norwegian Building Authority requires external assistance who can assist with project management and project assistance in order to realise the ByggNett-strategy, including assistance in the ByggLett think-tank.
The procurement shall result in a contract with a consultant who can cover the following work areas:
— Project coordination of the cooperation project with KS/KommIT
— Project management ByggLett think-tank.
— Assistance in launching and facilitating the ByggNett-strategy
— Competence and assistance within research and reviews
— Competence within innovative procurements
— Other project assistance for the priority area digitalisation and implementation of the ByggNett strategy.
It is a prerequisite that the consultant can spend work hours in DiBK's premises. The consultant must use Norwegian as the working language.
Due of overlapping work assignments, 1 consultant must solely fulfil all of the assignments in the framework agreement.
The contracting authority has the right to procure equivalent services outside the framework agreement if needed.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) Service providers shall have their tax and VAT payments in order.
Documentation requirement:
— Tax certificate
— VAT certificate

— Foreign service providers must provide certificates from equivalent authorities to the Norwegian authorities.
2) The service provider must have a functioning HSE system.

3) The service provider shall be a legally established company.
Norwegian companies: Company Registration Certificate
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.
Økonomisk og finansiell stilling:
The service provider must have the financial capacity to carry out the assignment/contract.

Documentation requirement:
Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. The rating shall be carried out by officially certified.
Teknisk og faglig kapasitet:
The service provider shall have experience from at least one similar contract during the last 3 years.
Documentation requirement:
Reference list with a description of the service provider's most relevant contracts in the course of the last 3 years. The reference list shall state when the delivery took place, what role the service provider had in the delivery, as well as who the contracting authority was for the delivery. The delivery's extent shall be stated, and it is desirable that the reference list includes information on the value of the delivery.

2) The service provider shall have sufficient execution capability and capacity.
