Helse Midt-Norge RHF (HMN) has been given the task of carrying out a regional project in order to procure a new joint system for the patient administrative system and an electronic patient journal (PAS/EPJ) for the entire region. HMN invites tenderers to a restricted tender competition in accordance with the Public Procurement Regulations part III for a framework agreement for various project consultancy services for the implementation of this procurement - the procurement programme PAS/EPJ. The aim of the procurement is to obtain the necessary project consultancy competence and capacity to assist HMN in the procurement programme, as well as in the implementation phase. There will be call-offs for services as and when they are needed.
Assistance is wanted from a consultancy milieu that over time will be able to fill the requested functions in the concrete procurement programme. The core days with physical presence in the programme's premises in Stjørdal for hired consultants will be at least 3 days a week in the programme period. More can be requested for periods of time.
The service provider shall offer a service team that can cover the roles and competence elements in the matrix in point 5.4 in the attached qualification documentation, which will be further specified in the tender documentation.
The roles that are to be covered are: project manager in the programme office, general project managers within different parts of the programme, quality consultant, economist, procurement consultant and junior consultant.

2. The service provider shall not have a conflict of interests in the supplier market.
— documented by a signed self-declaration stating that cooperation will not be entered into with candidates for the delivery of PAS/EPJ in the contract period, and that the service provider does not have strong connections to such candidates.

—The annual report, auditor confirmed annual accounts and an overview of the turnover for the last available accounting year for the service provider.

— A credit assessment/rating with key figures, not older than 12 months, from a recognised credit rating company that confirms that the service provider is credit worthy.
If a service provider cannot, for valid reasons, present the documentation on the economic and financial position that HMN has requested, the service provider can prove his economic and financial position with other documentation that HMN finds adequate.

Teknisk og faglig kapasitet:
1. The service provider must have sufficient capacity to be able to carry out the assignment. In order to fulfil the requirement for sufficient capacity, the service provider is required to have a minimum of three equivalent assignments on a central consultant level in IT projects in general, of which one must be for PAS or EPJ in particular (in a PAS/EPJ project for a minimum of NOK 200 000 000 level) in the last three years. For equivalent assignments connected to the deliveries' value, it is sufficient that the service provider's assignment has a value that exceeds NOK 1 000 000 over a period of 1 year or less.

With referral to the Public Procurement Regulations § 19-7, a deadline of least 15 days will be stipulated for when a petition for a temporary injunction against the contracting authority's decision to reject a request for participation in the competition, cf. the Public Procurement Regulations § 20-12 (rejection due to conditions at the service provider) has to be put before the court.
